About this file

This document is a Brand Name or Equal salient characteristics specification for a federal procurement by the Federal Law Enforcement Training Centers (FLETC), Physical Techniques Division (PTD).

FLETC PTD requires 1,700 units of MK-2 "Narrow" Live OC training aerosols containing 1.25% Total Capsaicinoids (TC) and 6,000 units of MK-2 "Narrow" Inert OC training aerosols containing 0.00% TC. Both product types must feature flip-top actuators, high-intensity fog delivery systems, 30-gram fill weights, seamless aluminum canisters, and container dimensions of approximately 10.40 cm height by 3.48 cm width. Only new products are acceptable; used, expired, damaged, or refurbished items are prohibited. The specification allows offerors to propose equal products if they meet or exceed all salient characteristics. Offerors proposing equal products must provide comprehensive technical documentation including manufacturer product literature, detailed photos, formulation certifications, Total Capsaicinoid percentage documentation, fill weight verification, delivery method confirmation, canister material documentation, dimension specifications, and labeling/marking details. Live OC units must be clearly marked "Live" on the outside label and include date of manufacture, date of expiration, stock number, and individualized serial number. Inert OC units must include stock number. The Government requests delivery within 45 calendar days after receipt of order, with delivery FOB Destination. All items must be stored in a fireproof bunker/locker and controlled for issue after Government receipt. Inspection and acceptance occur at destination after delivery, with the Government verifying product condition, labels, markings, packaging, quantities, expiration dates, stock numbers, and serial numbers for conformance to submitted technical documentation and salient characteristics.
