About this file

Attachment A - Mandatory Specifications is a procurement document from the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) seeking a two-year contract for radioiodine and particulate filter cartridges. The agency intends to establish a contract for the delivery of up to 2,400 cartridges per fiscal year, with the specific requirement being for Radeco Brand, Part Number 0750-69P Model PS-400 cartridges. The cartridges must meet eleven mandatory specifications related to geometry, assembly, labeling, diameter, finish, marking, contents, pressure drop, and methyl iodine retention.

The procurement includes specific pricing and vendor requirements, with all quoted prices required to be valid for 90 days and include shipping and handling charges. No price increases will be accepted, and in the event of a price decrease, the agency is guaranteed the lowest price. The State reserves the right to reject all offers, award by item or total, and requires vendors to provide new products with a minimum one-year warranty. All products will be evaluated based on the sum total for all items, and vendors are instructed not to bill for taxes without proper documentation of tax liability.

The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) intends to establish a two-year contract for radioiodine and particulate filter cartridges, to be delivered as needed. The following specifications are mandatory.

Mandatory Specification

M1: Cartridge Brand - The radioiodine and particulate filter cartridge must be Radeco Brand, Part Number 0750-69P Model PS-400. (This brand has been found to be compatible with our system. Other cartridge brands may not be sensed correctly or may get stuck in the chute requiring a technician to clear the system.)

Mandatory Specification

M2: Radioiodine and Particulate Filter Cartridge Geometry – The radioiodine and particulate filter cartridge must be reliable and compatible with the Agency’s existing equipment and make a good seal. Example dimensions from a working cartridge are:

· Outer diameter: 2.27” maximum

· Screen area diameter: 1.83”

· Length: 1.05”

Mandatory Specification

M3: Cartridge Assembly – The radioiodine and particulate filter cartridge must be assembled inside the screen as shown below:

M4: Cartridge Labeling – The radioiodine and particulate filter cartridge must not have labels adhered to the outer surface.

Mandatory Specification

M5: Cartridge Diameter – The cartridge diameter must not have any taper end-to-end.

Mandatory Specification

M6: Cartridge Finish – The radioiodine and particulate filter cartridge must not have a dark, shiny finish. (The sensor beam would not reflect correctly.)

Mandatory Specification

M7: Cartridge Marking – The radioiodine and particulate filter cartridge must be designed so that the air stream encounters the particulate filter before the charcoal filter.

Mandatory Specification

M8: Cartridge Contents – The radioiodine and particulate filter cartridge must contain TEDA impregnated charcoal, US 20 x 30 mesh in a flat sided plastic cartridge with a 0.3-micron particulate filter assembled inside the screen face of the cartridge.

Mandatory Specification

M9: Pressure Drop – The pressure drop in the entire assembly of the radioiodine and particulate filter cartridge must be less than 2.5” Hg at 5CFM.

Mandatory Specification

M10: Methyl Iodine Retention – The methyl iodine retention on the radioiodine and particulate filter cartridge must be greater than 75% at 5CFM with 168-hour equilibration and intermediate term (24-hour) sampling.

Mandatory Specification

M11: The vendor must be able to provide at least 2,400 cartridges per fiscal year. This does not guarantee the Agency will purchase this amount.
