About this file

This is a Job Description attachment for the Building Code Inspector Services Request for Proposal issued by Hillsborough County Public Schools (HCPS) in Florida. The RFP seeks qualified firms to provide comprehensive building code inspection services for district construction, renovation, repair, and capital improvement projects valued under $7.5 million in total construction cost. Services include plan and specification reviews, on-site structural inspections, compliance enforcement with the Florida Building Code and State Requirements for Educational Facilities, written evaluation reports, OSHA safety inspections, and digital documentation with photographic evidence. Key deadlines include a mandatory Q&A session on March 25, 2026, at 9:00 AM via Microsoft Teams, a question submission deadline of April 1, 2026, at 12:00 PM, and a proposal submission deadline of April 8, 2026, at 12:00 PM through the VendorLink system. Evaluation is scheduled for April 15, 2026, with staff recommendation on April 16, 2026, and School Board presentation on June 2, 2026. The initial contract term runs from June 3, 2026, to June 2, 2027, with four one-year renewal options available contingent upon budget appropriation, satisfactory performance, and continued need.

All awarded contractors must employ Florida-licensed Building Code Inspectors holding valid certifications under Chapter 468, Florida Statutes, with staff possessing current Florida Department of Business and Professional Regulation licensure as Building Inspectors, Electrical Inspectors, Mechanical Inspectors, Plumbing Inspectors, or qualifying as Florida Licensed Architects or Engineers. Pricing must be submitted on an hourly rate basis for four inspector positions (Building, Electrical, Mechanical, and Plumbing) with all-inclusive rates covering travel, mileage, administrative costs, and incidental expenses. The RFP does not specify set-asides or restrictions limiting response to particular business classifications, though HCPS encourages vendor registration with the Office of Supplier Development for Small Business Enterprises. All contractors must obtain and maintain valid Jessica Lunsford Act badges at contractor expense prior to accessing district facilities and must provide a Single Point of Contact for account management with guaranteed 24-hour response times and adequate staffing to support multiple concurrent projects. All prices shall remain firm for the initial contract term unless mutually agreed otherwise, with requested price changes requiring manufacturer documentation and HCPS approval at least 60 days in advance. HCPS reserves the right to award to multiple firms to ensure adequate coverage and service availability throughout the district.
