Addendum to FAR 52.212-2 Evaluation – Commercial Items
Price: The sum of all CLINs will represent the total evaluated price.
Because below-cost prices are not inherently improper, when vendors are competing for award of a fixed-price contract, vendors are given notice that a business decision to submit a low-priced quotation may be considered as reflecting on their understanding of the contract requirements or the risk associated with their approach.
Offerors are cautioned against submitting a proposal that contains unbalanced pricing.
Unbalanced pricing exits when, despite an acceptable total evaluated price, the price of one or more contract line items for the base and or option years is significantly overstated or understated as indicated by the application of analysis techniques. Pricing that is determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.
Technical Evaluation Factors:
Factor 1: Offeror’s technical approach will be evaluated according to the criteria in the Performance Work Statement (PWS) and on how well their approach meets the Government’s requirements. Offeror’s technical approach shall consist of more than simply restating the PWS.
The government will evaluate the following:
a) Contractor provided statements and/or literature that clearly explains their experience, approach and/or abilities to perform the tasks described in the PWS.
b) Offerors shall describe the proposed staffing plan to include with any subcontracting. Offerors shall indicate how long it will take to fully staff the contract and how peak workloads, overlapping or simultaneous task assignments, and sick and vacation leaves will be covered and other contingency plans to manage resources.
c) The vendor shall describe the methodology to accomplish the requirements of the PWS and detail how the proposed approach will effectively achieve each performance objective (Attachment 1).
d) Current State of Arkansas Department of Agriculture / State Plant Board as a Commercial Pesticide Applicator that includes the Ornamental and Turf classification; OR if staff is licensed in another state, the vendor’s provided out of state license commercial pesticide/herbicide application license and detailed plan and timeline to obtain reciprocal license with the State of Arkansas with the appropriate categories.
e) Individual Personnel Resume for a technically acceptable Licensed Applicator (meets qualifications in d) who must have a minimum of three (3) years’ experience performing herbicide applications in commercial (non-residential) turf and ornamental landscapes.
f) List of equipment to perform liquid and granular chemical application operations with date of last calibration noted.
g) Example fertilizer program that meets specifications in the PWS without restating given example.
h) SDS(s) / MSDS(s) and Label(s) for examples of herbicide products that meet specifications in the PWS representing a minimum of 3 different active ingredients.
i) Example of completed pesticide application log or record, either from example in Attachment 5 or used internally by vendor.
j) Qualifications of any proposed subcontractors and percentage of work they will perform.
k) The vendor shall provide a narrative specifying how allowances have been made for weather delays, holidays and burial services, days of the week and hours of operations.
