About this file

This is a Government Furnished Property (GFP) inventory attachment for a Hardware Security Module (HSM) managed services solicitation. The document provides a sanitized listing of the VA's enterprise HSM fleet that the contractor will assume full maintenance and managed-service responsibility for upon completion of transition-in. The fleet comprises 10 production network HSM appliances: eight Luna Network HSM T-5000 units and two Luna Network HSM T-2000 units, all operating at firmware version 7.11. Supporting equipment includes 13 HSM administration kits (each containing a backup HSM with 5-partition capacity and remote administration components) and 9 partition capacity upgrade licenses distributed across the fleet. The equipment is deployed across four geographically distributed CONUS gateway data centers: TIC Gateway North in the Chicago, Illinois metropolitan area; TIC Gateway East in the Sterling, Virginia metropolitan area; TIC Gateway South in the Dallas, Texas metropolitan area; and TIC Gateway West in the Santa Clara, California metropolitan area.

The contractor will inherit this equipment in its as-found configuration and existing firmware level, assuming responsibility for all HSM operations including key lifecycle management, partition management, PKI operations, and cryptographic services. System identifiers, serial numbers, and specific facility street addresses are withheld from this RFI release but will be provided with the formal solicitation. This GFP inventory supports VA's enterprise Zero Trust modernization program and its initiative to implement post-quantum cryptographic standards, with all HSM operations serving as core components of VA's Zero Trust encryption posture across clinical and administrative systems, including VistA and VAEC-hosted workloads.

FLEET SUMMARY
The Government furnished fleet comprises 10 production network HSM appliances: 8 Luna Network HSM T-5000 and 2 Luna Network HSM T-2000, all at firmware v7.11, deployed across four geographically distributed CONUS gateway data center locations.
Production T-5000 appliances carry 20-partition capacity upgrade licenses (8 licenses fleet-wide); one T-2000 carries a 20-partition upgrade license. Thirteen HSM administration kits, each including a backup HSM (5 partitions) and remote administration components, support the fleet.
The Contractor assumes full maintenance and managed service responsibility for this equipment, in its as-found configuration and firmware level, upon completion of Transition-In, per PWS Section 5.2.1 and the Government Furnished Property section.
System identifiers, serial numbers, and facility street addresses are withheld from this RFI release and will be provided with the solicitation. Locations are identified at the gateway and metropolitan-area level to support response-time and field-service pricing.
