1. EBT Pricing
RFP Schedule 12, 1. EBT Pricing
While the composition of WSEA has changed over the past decade, WSEA has maintained mutual goals and objectives concerning EBT. WSEA States cooperate in the implementation of new federal regulations and technology advances. WSEA States hope to achieve economies of scale by bringing significant caseload and transaction volumes to the selected EBT Contractor.
Fidelity Information Services, LLC (FIS) hereby submits our Cost Proposal to the State of Colorado Department of Human Services (CDHS) on behalf of the Western States EBT Alliance (WSEA) for the delivery of the full scope of Electronic Benefit Transfer (EBT) services for the Supplemental Nutrition Assistance Program (SNAP), Cash, and Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) programs including direct deposit and commercial branded debit card services. FIS has been proud to work closely with each WSEA State since 2015.
We have carefully studied the Request for Proposal (RFP), including all Attachments, Contracts, and Amendments. Our Cost Proposal has been thoroughly prepared for WSEA based on the complete set of RFP and contract requirements. By combining the caseload and transaction volumes of Alaska, Alaska WIC, Arizona, Colorado, the Territory of Guam, Hawaii, Hawaii WIC, Idaho, Idaho WIC, Nebraska, Washington, and Wyoming together as an alliance through this procurement, FIS has worked hard to present the best value and most competitive pricing possible within each of the Pricing Schedules while committing to the highest level of EBT services available in the industry.

1.1 Pricing Schedules
RFP Schedule 12, 1.1 Pricing Schedules
Offerors are required to submit their price proposal using the following Price Schedules. The Price Schedules must be completed in their entirety. Offeror must describe the market resources, methodology, and technology used to determine the proposed costs.
FIS has been dedicated to serving the EBT community since 1992. Today we are under contract with 29 States and U.S. Territories to provide our turn-key SNAP/Cash and with 47 Agencies for our WIC EBT hosted services.
Our deep-rooted experience in EBT has provided us with a tremendous understanding of the technical needs of all stakeholders who touch, work within, benefit from, and oversee the industry. The nearly 30 years of specialization in EBT and payments processing and switching services have provided us with tremendous working knowledge and data which prove essential in our analysis and refinement of our EBT pricing methodology.
FIS, the market leader in EBT, has remained committed to an industry with razor sharp margins while others have exited the market. FIS’ Government Solutions division is focused exclusively on serving the EBT market, and we are staffed with experienced business leadership and financial resources who are specifically responsible for EBT cost modeling. We have staff who closely monitor and study the EBT market, including all FNS rules and

1.1.2 Schedule 2: CPCM for Core EBT Services
RFP Schedule 12, 1.1.2 Schedule 2: CPCM for the Core EBT Services
The Offeror shall use the following pricing schedule to reflect their proposed CPCM pricing for the core EBT services. Refer to Attachment 2 Section 3.2 for SNAP/cash and Attachment 3 Section 3.1 for WIC invoicing instructions.
RFP Schedule 12, 1.1.2.1 SNAP/Cash Case Definition
A “case” shall be defined as a single beneficiary unit receiving benefits through a single EBT account for one or more SNAP/cash/WIC benefit programs. For invoicing purposes, active cases shall be those cases for which a benefit authorization
FOR THE WESTERN STATES EBT ALLIANCE
RFP #2022000005
WSEA Cost Proposal Page 5 of 27 has been posted to the account during the month. Disaster cases, if any, shall be included in the total billing month case count.
For clarification, the following examples of active cases by case type (SNAP only, cash only, and SNAP and cash combined) are provided.
• Example 1 - SNAP Case: Client has a SNAP benefit authorized and posted to their EBT account on the 2nd of the month. On the 15th of the month, a supplemental food benefit is authorized and posted the same EBT account. The EBT Contractor would bill for one active SNAP case at end of the month.
• Example 2 – Combined Case: Client has a SNAP benefit posted to their EBT account on the 2nd of the month. On the 15th of the month, cash benefits are authorized and posted to the same account. The EBT Contractor would bill for one active combined case at the end of month.
• Example 3 – Combined Case: Client has a SNAP benefit authorized and posted to their EBT account on the 2nd of the month. On the 15th of the month, supplemental food benefits are posted to the same active account, a new cash case is opened, and cash benefits are authorized and posted to the client’s EBT account. The EBT Contractor would bill for one active combined case at the end of the month.
• Example 4 – SNAP or Combined Case: Client has a closed case. No benefits are posted for the billing month. However, due to a fair hearing, client is awarded back food and/or cash benefits for the last 8 previous months. The EBT Contractor would bill for one active SNAP case if only SNAP benefits are posted or one active combined case if both SNAP and cash benefits are authorized and posted.
• Example 5 – SNAP and Cash Direct Deposit Case: Same scenarios as examples 2 and 3 but the household has opted to have its cash benefits processed via ACH direct deposit by the EBT Contractor. The EBT Contractor would bill for one active SNAP case and separately for each ACH deposit processed for that household at the end of the month.
RFP Schedule 12, 1.1.2.2 WIC Case Definition
A WIC EBT case shall be defined as a single beneficiary household unit receiving benefits through a single WIC EBT account.
An active case month is defined as the period in which the household (cardholder) has the ability to access benefits. Benefits may be issued on a calendar month or a rolling-month basis. Benefits for the current month and up to two additional months may be issued concurrently. Benefits expire within one month of their issuance date. If additional benefits are issued to the household during the benefit period, they will expire on the same date as the other benefits issued for that benefit period. If benefits are issued on a rolling-month basis, then the one-month period of availability may straddle two calendar months.
Under no circumstance shall the State be invoiced for two months for a 30-day period of benefit availability.
Occasionally future months’ benefits may be voided prior to their activation date. Under no circumstances shall the State be invoiced for future months’ benefits if they are voided prior to becoming available for redemption by the client. The EBT Contractor may only invoice for a one calendar month period if benefits are available for redemption during that one-month period.
RFP Schedule 12, 1.1.2.3 CPCM Pricing
For each State, the billing month’s invoice shall be based on the total number of SNAP, Cash, combined SNAP/Cash, and WIC active cases for all participating WSEA States during that billing month. If the total case counts within a billing month fall outside of the range provided within the pricing schedule, the price will be set at the lowest or highest case ranges within this pricing schedule, as applicable.
All costs required to provide EBT services to the WSEA States and not specifically broken out in one of the other cost tables shall be included in the CPCM pricing. This includes payphone charges for WSEA States that allows payphone calls to the customer 1-800 number and WSEA membership in the eGovernment Payment Council (eGPC).
The cost for providing EBT-only POS terminals to exempt SNAP retailers for SNAP and stand-beside POS terminals to WIC vendors shall be included in the CPCM pricing up to the number of POS terminals specified for each State in Table 1 – POS Terminals Included in CPCM Pricing.

RFP #2022000005
WSEA Cost Proposal Page 6 of 27
Both Washington and Colorado require PIN selection terminals and any associated supplies. The Offeror shall assume that 360 PIN selection terminals are required (185 for Colorado and 175 for Washington), and the cost of these terminals should be included in the CPCM pricing. Defective devices shall be replaced by the EBT Contractor.
The CPCM price for cash transactions shall also include costs for ATM cash withdrawals. The WSEA States will not pay any additional costs to the EBT Contractor for ATM cash withdrawals. The cardholder is responsible for any transaction surcharge being charged to the cardholder by the ATM owner.
The CPCM price shall also include costs for all interoperable SNAP and cash transactions. The EBT Contractor will not receive separate payments to support interoperability of EBT transactions.
The tier applied for billing purposes is based on the total WSEA-wide active cases for the billing month. WSEA-wide includes active cases in all caseload categories: SNAP only, Cash only, Combined SNAP and Cash and WIC. For example, if the WSEA-wide active cases for all programs is 1,050,000 then the CPCMs in tier 1,000,001 to 1,100,000 would be used for each caseload category: SNAP only, Cash only, Combined SNAP and Cash and WIC.

FIS has completed Schedule 2: CPCM for Core EBT Services in its entirety. Our proposed CPCM pricing for core EBT services is provided in the tiers requested for SNAP Only, Cash Only, Combined SNAP & Cash, and for
WIC.
FIS appreciates WSEA’s clear definitions of a SNAP, Cash, and WIC case. We have priced Schedule 2 accordingly.
FIS will invoice each State based on the total number of SNAP, Cash, combined SNAP/Cash, and WIC active cases for all participating WSEA States during that billing month. If the total case counts in any month fall outside of the range provided within the pricing schedule, FIS’ CPCM price will be set at the lowest or highest case ranges within our completed pricing Schedule 2.
Unless otherwise broken out into one of the other cost tables, FIS’ CPCM pricing is inclusive of all EBT services to the WSEA States. Our CPCM pricing in Schedule 2 also includes payphone charges for WSEA States that allows payphone calls to the customer 1-800 number and WSEA membership in the eGovernment Payment Council (eGPC).

WSEA Cost Proposal Page 8 of 27
Temporary EBT (T-EBT) Services are EBT services offered to the citizens of a State on a temporary basis. Examples of T- EBT Services include Pandemic EBT (P-EBT) and Summer Electronic Benefits Transfer for Children (SEBTC). Pricing for T- EBT Services is split out into two categories:
• Program Setup
• Ongoing CPCM
RFP Schedule 12, 1.1.3.1 Temporary EBT Services Program Setup
The T-EBT Services Program Setup fee is a one-time payment to the EBT Contractor for the set-up of the Temporary EBT Services. Offerors should only include their costs for the initial set-up of the temporary EBT services, such as defining benefit classes and types, configuring expungement rules, implementing any special reporting, etc. In their response on the pricing, the Offeror shall detail what costs have been included in the program setup fee.

RFP Schedule 12, 1.1.3.2 Temporary EBT Services CPCM
The CPCM for T-EBT Services shall be based on the standard CPCM tiered pricing approach for core EBT services. The core service requirements include all EBT services requirements as specified in Attachment 2: SNAP/Cash Requirements. The CPCM charge to participating WSEA States for any billing month will be based on the total number of active cases within the T-EBT services program for all WSEA States for the billing month and the CPCM specified in the offer for that case volume tier. For example, if five of the WSEA States have implemented a T-EBT Services program (e.g., P-EBT), the price to be charged to these WSEA States will be the price in the tier for the cumulative total of the T-EBT services cases for the WSEA States. CPCM price should be based upon whether the case also includes SNAP, Cash, or both.

RFP #2022000005
WSEA Cost Proposal Page 9 of 27 services, reporting, and data analysis. FIS will work with the affected state(s) through the change request process to quickly evaluate the anticipated impact to EBT stakeholders and use our expertise and experience to propose efficient, timely solutions.
FIS will leverage its experience during the COVID-19 pandemic to guide its approach to a subsequent pandemic.
Our multi-faceted approach to our proposed Temporary EBT Services Program Setup Fee envelopes working with each State and the Food and Nutrition Service (FNS) to:
▪ Closely follow any and all federal legislation related to a future pandemic and/or summer food programs and maintain close communication with FNS
▪ Determine the impacted population (e.g., benefits may not be limited to school-aged children in a future pandemic and/or a summer foods program)
▪ Identify and determine appropriate communication process with additional agencies within the State which will be involved in the solution
▪ Determine if a new card and/or card issuance process is needed
▪ Evaluate implementation tasks and work through design issues to mitigate solution and implementation risks
▪ Provide each State with solution details, resource estimates, and project timeline for approval.
A very recent example of a Temporary EBT Program is the COVID-19 pandemic for which FIS provided the full end-to-end services. FIS diligently worked with each State Agency to determine any special benefit types to be used for issuing pandemic benefits. We proposed an innovative card solution to expedite card production and deliveries by using white generic plastics with a P-EBT insignia and standard mailers. We worked with each State to fully align with their respective P-EBT issuance schedules to issue benefits across each State.
FIS vigorously monitored and constantly remained in touch with all relevant stakeholders including State Agencies, FNS, FIS’ CardPro team, FIS data centers and FIS vendors to name a few. The execution of this program required orchestration among many different moving parts, like updating Letter of Credit (LOC) limits, procuring card stock, preparing data centers for increased processing capacity, enhancing system processing power, hiring and training of call center staff, etc.
FIS is fully ready to provide services similar in scope using the standard interface processes under any future Temporary EBT program. FIS provides its proposed setup pricing in the table below.

Temporary EBT Services CPCM
FIS has completed Schedule 4: CPCM Pricing for Temporary EBT Services in its entirety. Our proposed pricing includes the additional T-EBT CPCM that would be combined with the core CPCM (specified in Schedule 2:
CPCM Pricing) for all WSEA-wide Active Cases for the Billing Month for T-EBT services as specified in the States’ RFP. FIS considers T-EBT to be a short-term program similar to a Summer EBT program. In the event the scope of a T-EBT program differs significantly from a short-term program, then the additional requirements will be finalized through the change request process. 2. Proposed Hardware
As the Department’s current contractor, FIS has already installed and currently maintains equipment for the States. FIS provides POS terminals with optional PIN pads that meet the operational and technical requirements of the WSEA States and that support the full SNAP transaction set.
For any new EBT-only retailers, or when supplying replacement equipment, FIS will install and maintain Verifone V200c terminals and P200 PIN pads, or equivalent equipment. For wireless retailers, we will install and maintain Verifone V400m wireless or equivalent terminals. FIS is already in the process of replacing the existing VX 680 terminals with the new V400m devices under the current contract and will continue to replace the old terminals with the new device under the new contract.
FIS continues to monitor the market for new POS equipment that meets the needs of the project. We will move to new equipment that is comparable or better than the proposed equipment as necessary. FIS is the only vendor in the EBT space that builds its own software load for POS terminals and deploys its own POS equipment; all other vendors outsource this function. This makes changes to programs faster and easier for FIS to deploy to retailers.
The terminals we supply provide comprehensive terminal functionality with a streamlined, user-friendly interface.
Our exclusive, custom terminal software is designed with a menu-driven format, providing retailers with an unparalleled ease of operation. All units are shipped with retailer-specific EBT software already installed. Software updates, if necessary, are accomplished by a download feature of our custom terminal driving software. The

WSEA Cost Proposal Page 19 of 27 download feature updates parameters, such as alternate telephone numbers, software enhancements, and regulatory changes. This activity is typically conducted during off-peak hours.
FIS developed the software we load into these terminals, and the software meets all of the State’s requirements, including compliance with:
▪ ISO 8583 message formats
▪ ANSI X9.58 standards
▪ Quest Operating Rules
▪ Industry standards
▪ Department performance standards
▪ All applicable FNS operating standards specified in 7 CFR §274.8 in the area of system:
✓ Processing speeds
✓ Availability and reliability
✓ Security
✓ Ease-of-use
✓ Minimum card and terminal requirements
✓ Minimum transaction set
The terminals are completely menu-driven and are user-friendly. The retailer only needs to follow the prompts on the screen in order to perform a transaction. Additionally, FIS owns the POS equipment and carries a warranty on both the terminal and the PIN pad.
All terminals provide unique visual and audible responses (an audible beep) for declined transaction messages and display visual verification of:
▪ The transaction message before positive action is taken by the cardholder to release the message for authorization and settlement
▪ The error message rejecting the transaction, such as but not limited to:
✓ Insufficient funds
✓ Incorrect PIN
✓ Invalid card
The EBT-only POS terminals we will deploy meet or exceed the current levels of service and POS technology now deployed in the States for exempt retailers. These POS terminals are adaptable or upgradeable for future needs, such as if card regulations change, as provided in the equipment descriptions below.
Verifone V200c
The Verifone V200c is the next generation of EBT equipment. Every detail, from its ergonomic design to its angled color LCD screen and backlit keypad, is constructed for ease of use. The design of the printer allows for quick and easy paper installation and helps to eliminate jams. The compact design and integrated printer minimize clutter and save counter space. The V200c is a single- and multi-function stand-beside device.
The Verifone V200c has sufficient memory to handle the foreseeable needs of the States’ EBT programs. It has enough capacity to accept both SNAP and WIC EBT transactions, and has the industry’s fastest processor, moving more transactions at lightening speeds. In addition, the V200c is EMV-ready, PCI PTS 5.X approved, and equipped with advanced security technology for added peace of mind.
Figure 1 below shows the product information sheet for the Verifone V200c.

Verifone P200 PIN Pad
FIS’ V200c POS terminal configuration allows for an external PIN pad, the optional Verifone P200 handheld security device, should a retailer request a separate PIN pad. Use of an external PIN pad provides more flexibility to retailers as to where the POS terminal may be physically placed. With the availability of the separate PIN pad, the POS terminal can be located where convenient to the retailer, such as behind a glass partition or the cash register. The PIN pad can then be placed where convenient for the customer for PIN entry. The PIN pad can be held by the cardholder and turned so others cannot observe the keys pressed during PIN entry.
The P200 PIN pad features an easy-to-read, vibrant color display screen that shows the purchase amount for…
