About this file
This document appears to be an addendum to a request for proposal (RFP) for Electronic Benefits Transfer (EBT) services, involving the Western States Enterprise Alliance (WSEA). The participating jurisdictions include Alaska, Arizona, Colorado, Georgia, Hawaii, Idaho, Nebraska, Washington, and Wyoming. The document contains written inquiries and responses related to a comprehensive EBT contract covering SNAP (Supplemental Nutrition Assistance Program) and cash benefit programs across these states.
The contract covers EBT services including card production and management, account setup, benefit authorization, customer service, retailer management, disaster support, and reporting functionality. Key components include provisioning of EBT cards, PIN selection terminals, call center operations, and data warehouse capabilities. The contract allows for optional services such as a one-time reissuance of the card base, and includes provisions for potential future implementations like mobile payments and alternative card technologies. Pricing will be structured through various schedules, with specific requirements for performance standards, equipment installation, and technical capabilities. The contract appears designed to provide a flexible, comprehensive EBT solution that can be tailored to individual state needs while maintaining consistent core functionality across the participating jurisdictions.

The requirement will remain as is.
WSEA EBT Services RFP v.8 3.4.63 We respectfully request WSEA change the requirement to read:

The requirement will remain as is.
WSEA EBT Services RFP v.8 3.4.70
Please confirm that the $100,000 is the totality for the combined Alliance. If not, the amount appears to be punitive in nature for small caseload states (i.e., Guam, Hawaii, Alaska).
This is per state.
Attachment 2: SNAP/Cash Requirements – Section 2.3 Account Set-up and Benefit Authorization Requirement 2.3.29 states: SNAP benefits not accessed by a household for nine months (274 days from date of initial availability) shall be expunged.
This is contradictory to requirement 2.3.40 which states that the State can choose to expunge based on the initial availability date or to expunge based on last used date. (All states are currently coded to last used date) Please confirm which requirement, 2.3.29 or 2.3.40, is correct.
Requirement 2.3.40 is correct and 2.3.29 has been updated.
Attachment 2: SNAP/Cash Requirements – Section 2.3.46, Pending Account Purge
P-EBT, SEBT, and the fresh fruits and vegetables programs are marked as required here but Requirement 2.1.2 says these programs “may be acquired through this procurement at the option of the States” and that “Throughout this RFP document, these services are referred to as optional services”. Will the States please confirm that requirements 2.3.61 through 2.3.71 should be marked as Optional and not included in the core CPCM?
RFP section and Question are not in sync. Question is answered in #30 (below).
Attachment 2: SNAP/Cash Requirements – Section 2.3.61 – 2.3.71, P-EBT, SEBTC, FFV Pages 24 - 26
2.3.61 through 2.3.71 will remain required and they should be included in the CPCM. If a state chooses to implement the program all lines indicated here are required.
Attachment 2: SNAP/Cash Requirements – Section 2.3.64 – 2.3.69, SEBTC Pages 24 - 26
Which States are planning to use SEBT?
WSEA will not provide any additional information or statistics other than what is provided in the RFP and Addendum 1.
Attachment 2: SNAP/Cash Requirements – Section 2.4.26
Is it the States’ intent to change to a different card sleeve than the Tyvek ones currently in use?
Currently one state uses the card sleeve and no, there are no plans to update the design. This requirement will be removed.
Attachment 2: SNAP/Cash Requirements – Section 2.5, Card and PIN Issuance
There is a conflict between requirements 2.5.35 and 2.5.38, which both deal with reissuing EBT cards to the existing, active card base. Requirement 2.5.35 indicates mass reissuance of EBT cards is at the option of a WSEA State Agency, but 2.5.38 does not include the word “optional”. Would the States confirm that a mass reissuance of the active EBT card base will be at the option of a WSEA State?
Attachment 02 SNAP Cash Requirements 2.5.35 – 2.5.41 have been updated to Optional (from Required). Separate pricing for the one-time reissuance of the EBT Card Base should be provided in Attachment 12 Pricing Schedules, specifically Schedule 7: EBT Fee for Service – Optional Services.
Attachment 2: SNAP/Cash Requirements – Section 2.5.42, Alternative Card Technologies,
The pilot for mobile payments will be part of an upcoming FNS RFP. Until that RFP is released, FNS’ specific requirements are unknown. This requirement is marked as Required and therefore to be included in the core CPCM. How should Offerors price this item?
If a state chooses this alternative card technology in the future or is a part of the pilot, the work will be part of the Change Order process.
See requirement 2.5.43.
Attachment 2: SNAP/Cash Requirements – Section 2.5.42, Alternative Card Technologies,
Will the States consider making this requirement Optional given the unknown requirements and scope of the upcoming digital payment pilot?
No. If a state chooses this alternative card technology in the future or is a part of the pilot, the work will be part of the Change Order process.
See requirement 2.5.43.
Attachment 2: SNAP/Cash Requirements – Section 2.6.62
Which States plan to implement the “provisional credit” process?
This requirement allows states to choose if they want to us the provisional credit or not and WSEA will not provide state specific information at this time.
Attachment 2: SNAP/Cash Requirements – Section 2.7.11
Functionality listed in this requirement includes Pending Card Search and Pending Card Surge. Are these outdated references given pending card functionality isn’t used today or do the States intend to implement this?
See requirements 2.3.46 – 2.3.48
Attachment 2: SNAP/Cash Requirements – Section 2.9, Retailer Customer Service
Requirement 2.9.9 states, “At a minimum, the functionality of the retailer website shall be the same as the functionality for the retailer CSC.” Some functions available through the CSC can only be provided by a live customer service agent, such as telecommunications and equipment troubleshooting. Would the States please list the specific functions that are required to be supported by the retailer website?
Cardholders should have the capability to perform the automated functions available on the IVR in the Cardholder Website (i.e., reset pin, check balance, etc.)
Attachment 2: SNAP/Cash Requirements – Table 2.11, Retailer Management Would the States add wording to requirement 2.11.23 to match the wording of the same EBT-only Terminal requirement in 2.11.34, bullet point 3, as follows:
“The EBT Contractor shall meet WSEA States’ minimum standard for responding to a retailer’s report of a malfunctioning or inoperative POS device which is that the device is either repaired or replaced within 48 hours of receipt of the problem report or ship a replacement terminal via overnight express within one business day of receiving a service request. This standard allows for overnight delivery of a replacement POS device and peripheral equipment.”
Requirement 2.11.23 will be removed.
Attachment 2: SNAP/Cash Requirements – Section 2.11, Retailer Management Would the States add wording to requirement 2.11.24 to match the wording of the same EBT-only Terminal requirement in 2.11.34, bullet point 4, as follows:
“The EBT Contractor is responsible for providing POS supplies, or supply reimbursement to retailers with EBT-only POS terminals.”
Requirement 2.11.24 will be removed.
Attachment 2: SNAP/Cash Requirements – Section 2.11, Retailer Management It appears wording is missing in requirement 2.11.30, as indicated by the [??] below. Should this read “and the minimum transaction set”?
“POS Terminals deployed by the EBT Contractor shall meet industry standards and specified performance standards and performance and technical standards specified in 7 CFR §274.8 in the areas of system processing speeds, system availability and reliability, system security, system ease-of-use, minimum card and terminal requirements, and the [??] set.”
Yes. The requirement has been updated.
Attachment 2: SNAP/Cash Requirements – Section 2.11.57, Third Party Processors
This requirement states that the Contractor is to perform edits on retailer addresses. However, EBT Contractors aren’t permitted to change data that comes from FNS on the REDE file. Will the States clarify the intent of this requirement?
If the address validation is not successful, the EBT Contractor shall notify FNS.
Attachment 2: SNAP/Cash Requirements – Section 2.12.25, Cash Benefit Settlement
What States plan to implement pre-funded cash in the new contract?
WSEA will not provide any additional information or statistics other than what is provided in the RFP and Addendum 1.
Attachment 2: SNAP/Cash Requirements – Section 2.15.13, Data Warehouse Functionality
This requirement involves a State adding eligibility data to the data warehouse. Will a State provide the Contractor with a file to be loaded, or is the intent of this requirement that a State would be able to load data directly?
The answer depends on the proposed data warehouse functionality.
Attachment 2: SNAP/Cash Requirements – Section 2.15.21 EBT Reporting Requirement 2.15.21 states that the EB Contractor shall be responsible for paying license and support fees as required for the WSEA State’s users.
How many users in each State will have edit access and how many will have read-only access?
The following counts represent the maximum number of staff per state that will require access to the data warehouse. All staff shall have 24x7 access, the ability to create search queries against the entire dataset, generate reports as needed and receive full results with no governors on dates or amount of data returned. States would like a batch option if the dataset is too large to return in the application.

Attachment 2: SNAP/Cash Requirements – Section 2.16.5, SNAP AMA File
Currently, the EBT Contractor draws from the State’s Letter of Credit for benefits to be posted to both regular and investigative accounts and does the draw down for both at the same time. Subsequent reporting provides the breakdown of benefits posted to regular accounts and investigative accounts. Would the States agree to modify this requirement to be consistent with the current process?
This requirement will not be updated.
Attachment 2: SNAP/Cash Requirements – Section 2.17.20, Change Control Process And Attachment 4: WIC Program Requirements – Section 3.5.1.1, Change Management
This requirement states that the full analysis of a requested change must be provided within 2 weeks of receipt of the request. If the change requested is for a significant enhancement or impacts multiple systems, it may not be possible to complete all the analysis in just 10 business days. Will the States modify this language to state that if it isn’t possible to complete the analysis in 2 weeks, the Contractor will provide a date within 2 weeks of the change order’s receipt for the submission of a complete analysis?
The requirement has been updated.
Attachment 2: SNAP/Cash Requirements – Section 2.17.29, Change Control Process
Given the scope and complexity of some changes, it may be necessary for the EBT Contractor and the State(s) to discuss an appropriate project timeline. Will the States agree to add “or mutually agreed time frame” to each of the time frames listed in this requirement?
The requirement has been updated.
Attachment 2: SNAP/Cash Requirements – Section 2.18.20, Level I Disaster Services
Rather than provide information on retail locations that are not operational, would it be acceptable for CSRs to provide information on those that are operational?
The CSR must direct cardholders to appropriate locations so they will need to know both operational and nonoperational retailers.
Attachment 2: SNAP/Cash Requirements – Section 2.18.38, Level II Disaster Support
This requirement states that emergency vault cards are to be shipped on the same day of the State’s request. However due to the difference in time zones, a request made in a state’s business day may be after a Contractor’s business day. Therefore, will the States modify this requirement to state that emergency vault cards must be shipped within 24 hours of the State’s request?
The requirement has been updated.
Attachment 2: SNAP/Cash Requirements – Section 2.18.43, Level II Disaster Support
This requirement screens designated for disaster purposes only are to be used. Would it be acceptable to the States to meet this requirement through user profiles specific to disaster services functionality rather than separate screens?
There is no requirement for screens designated for disaster purposes.
Attachment 2: SNAP/Cash Requirements – Section 2.19.15, Inspections, Audits and Investigations And 3.4.7, Right to Inspect, Correct or Stop Services
We must comply with strict security policies and practices, both related to the protection of client confidential data and physical building access. Will the States agree that such inspections and audits would be conducted with reasonable notice, be in compliance with the Contractor’s corporate security policies, and be limited to only areas performing EBT operations?
Agreed.
Attachment 2: SNAP/Cash Requirements – Section 2.19.18,
Following receipt of the SSAE 18 reports, our corporate audit teams review them in detail and approve them. Therefore, would the States agree to change this requirement to allow SSAE 18 reports to be provided to the States within 15 days of approval of the EBT Contractor’s corporate audit team?
The requirement will remain as is regarding the timeframe. An update was made clarify business days.
Attachment 2: SNAP/Cash Requirements – Section 2.19.19,
Will the States agree that the investigations and audits referenced in this requirement will be limited to the EBT operations and records pertinent to only to the reviewing State’s EBT program? For example, if Colorado were conducting an audit of records, it would not be able to view Washington’s EBT data.
Agree.
Attachment 2: SNAP/Cash Requirements – Section 3.4.20, Cardholder Account Adjustments
Will the States modify the measurement period for the Performance Deficiency definition to monthly rather than over a 3-month period?
No. This requirement will not be updated.
Attachment 2: SNAP/Cash Requirements – Section 3.4.23, Customer and Retailer Help Desk Performance
Will the States add “all” to the Performance Deficiency definition “85% of calls” in order to be consistent with the Operating Performance Standard definition which says “85% of all calls”?
Yes. The requirement has been updated.
Attachment 2: SNAP/Cash Requirements – Section 3.4.27, Equipment Installation for EBT-only Retailers
Once the equipment is installed and the retailer is trained, they are operational. Therefore, in order to be consistent with the requirement that authorized retailers be operational within 14 days from receipt of the completed contract information, will the States modify the requirement to complete training from 5 days to 14 days?
No. This requirement will not be updated.
Attachment 2: SNAP/Cash Requirements – Section 3.4.29, PIN Selection Equipment Replacement
If the WSEA States are no longer using PIN selection machines in the local offices, would the States please remove this performance standard if it is no longer applicable?
This requirement is still applicable.
Attachment 2: SNAP/Cash Requirements – Section 6.6, Performance (Stress) Test
The row for requirement 6.6.3 is blank. Is a requirement missing?
This row has been deleted.
Attachment 2: SNAP/Cash Requirements – Section 7.5.1, Cardholder CSR
Would it be acceptable to Hawaii for the EBT Contractor to use a translation service for cardholders needing support in languages other than English and Spanish?
Yes, Hawaii agrees.
Attachment 3: SNAP/ Cash Required Written Responses
There are several instances where one question refers to multiple requirements from the associated table in Attachment 2: SNAP/Cash Requirements, but the question asked maps to only one or a subset of the requirements referenced. Is the Offeror only to address the specific question asked? Or should the answer cover each referenced requirement? For example: In Section 5.1, EBT Card Production and Management, Question 1 refers to requirements 2.4.1 - 2.4.5, but the specific question asked maps to the wording of requirement 2.4.5. Should the Offeror’s response answer to each requirement referenced (i.e., 2.4.1 - 2.4.5), or just answer the specific question asked (i.e., 2.4.5)? Similarly, in Section 4.1 Account Set-up and Benefit Authorization, Question 5 references requirements 2.3.19 - 2.3.24, but the specific questions asked, (a), (b) and (c), map to 2.3.22, 2.3.23, and 2.3.24, respectively.
Offerors should respond to the written question in Attachment 03. The requirements are provided for reference to the question.
Attachment 3: SNAP/ Cash Required Written Responses – Section 2.1, Project Staffing
May Offeror’s attach a staffing plan to answer to the questions in Section 2.1?
As long as the information requested is addressed, the Offeror can provide it as they choose.
Attachment 3: SNAP/ Cash Required Written Responses – Section 6.1, Card and PIN Issuance
In Section 6.1, Card and PIN Issuance, Question 6 asks for the Offeror’s approach to new and replacement cards issued by the State. However, Question 6 references requirements 2.5.31 – 2.5.34 which all deal with card replacement fees. Would the State please clarify what process(es) the Offeror should describe in its answer to this question?
Offerors should respond to the written question in Attachment 03. The requirements are provided for reference to the question.
Attachment 3: SNAP/ Cash Required Written Responses – Section 19.1 Deliverable and Documentation Due Dates
In Section 19.1, Deliverable and Documentation Due Dates, Question 2, the Offeror is to provide a draft SNAP/Cash EBT Transition Schedule. Is it the States’ intent that Offerors provide a high-level schedule consisting of project milestones and due dates, or are Offerors to provide a detailed project work plan, with a Gantt chart, such as would be created with Microsoft Project?
A Gantt chart is preferred in both PDF and MS Project formats.
2.5.13

Question 2: Yes, proposals including alternative methods for PIN selection will be reviewed.
2.5.27

2.5.35
Question 1: In order to estimate costs, please provide the number of times during the contract each Program anticipates card reissuance.
Question 2: Can reissuance be performed through card replacement instead of mass distribution?
Attachment 02 SNAP Cash Requirements 2.5.35 – 2.5.41 have been updated to Optional (from Required). Separate pricing for the one-time reissuance of the EBT Card Base should be provided in Attachment 12 Pricing Schedules, specifically Schedule 7: EBT Fee for Service – Optional Services.
2.5.36
This requirement is dependent on the incumbent EBT Contractor providing the encryption keys but places the financial liability of non-compliance on the incoming EBT Contractor. This requirement seems to be unfair to the new EBT Contractor. Please remove this language or shift the financial liability to the incumbent EBT Contractor.
