About this file
The document is an Attachment 12 containing written inquiry responses for an Electronic Benefits Transfer (EBT) Service Request for Proposal (RFP #2022000005), involving the Western States Electronic Alliance (WSEA). The documentation appears to be a clarification document addressing specific questions about pricing schedules, service provisions, and implementation details for an EBT contract covering multiple state programs.
The contract covers EBT services for SNAP, Cash, and WIC programs, with specific provisions for transition, conversion, and optional professional services. Key details include no limits on ATM cash withdrawals, potential flexibility in T-EBT benefit card issuance, and requirements for PIN selection terminals and associated supplies. Professional services are structured at 300 hours per program type, with SNAP and Cash considered a single program category. The contract includes provisions for emergency support services, card issuance, and hardware pricing, with the EBT contractor responsible for providing necessary supplies and supporting various state-specific implementation requirements.

Electronic Benefits Transfer (EBT) Service, RFP #2022000005
RFP Section
Comment/Clarification/Question
Response
Attachment 12 WSEA EBT Pricing Schedules 1.1.1, Schedule 1: Transition and Conversion Pricing
Is it the alliance’s intent that the successful bidder will perform the same conversion of data for Branded Debit Card Cash programs as it is for EBT?
A database conversion (account/card/benefit conversion) will not be needed but the EBT Contractor will support a transition from a cardholder relationship perspective which would include establishing new accounts, sending cards to cardholders, and training for cardholder portals and any apps that may be provided.
Attachment 12 WSEA EBT Pricing Schedules 1.1.6, Schedule 7: EBT Fees for Services – Optional Services
Please clarify if by “each State Program”, the intent is that each State that is using the EBT Contractor to administer SNAP, Cash, and WIC programs will receive the following Professional Services:
SNAP – 300 hours Cash – 300 hours WIC – 300 hours Or is “SNAP/cash” considered a single program for purposes of the 300 Professional Services hours?
SNAP/Cash are considered one program in this instance.
Attachment 12: WSEA EBT Pricing Section, 1.1.3.2, CPCM Pricing
Please confirm if the T-EBT benefits will reside on a separate card from SNAP and Cash EBT. Creation and issuance of new cards is a large expense for an EBT Service Provider. If unknown at this time, please consider breaking out the card cost as a separate cost item in this section.
T-EBT may or may not be on a new card. If the household already has a card, T-EBT could be added to the existing card.
Attachment 12: WSEA EBT Pricing Section, Schedule 2, CPCM Pricing for Core Services
How many ATM cash withdrawals are to be included in the CPCM?
Cardholders are responsible for the ATM surcharges (see pricing schedule 2). There is no limit on withdrawals.
Attachment 12: WSEA EBT Pricing Section, Schedule 5, Emergency Support Services
Would the State consider adding pricing for drop shipping cards, referenced as optional in SNAP requirement 2.18.17, and PIN mailers, referenced as “if … used” in SNAP requirement 2.18.35?
These requirements are not optional. They are services that must be provided at a state’s request.
Attachment 12: WSEA EBT Pricing Section, Schedule 6, Per Unit Hardware Pricing
What supplies are required for the PIN selection terminals required by Colorado and Washington?
If the proposed device requires supplies, such as receipt tape, the EBT Contractor is required to provide them.
