About this file

This is a financial services attachment document for the Illinois Restore Reinvest Renew (R3) Program, specifically detailing advance pay grantee analysis requirements. The document outlines the financial services needed to support the R3 Grant program's advance pay mechanisms, which provide grantees with upfront funding to facilitate project implementation and cash flow management. The scope encompasses comprehensive financial analysis, monitoring, and reporting services to ensure proper utilization of advance payments by participating grantees. The document establishes requirements for tracking, reconciliation, and compliance verification of advance payments distributed under the program, with particular emphasis on documentation and audit-ready record maintenance throughout the grant period.

The financial services described include invoice processing, payment reconciliation, fund allocation tracking, and financial reporting to support the R3 Program's advance pay structure. Service providers must maintain detailed records of all advance payments and their application toward approved project expenses, ensuring alignment with grant guidelines and regulatory requirements. The arrangement supports the State of Illinois' R3 Program objectives by streamlining the financial administration of advance payments to grantees, reducing administrative burden on recipients while maintaining fiscal accountability and transparency in the use of state funds.
