About this file

Attachment A is an Evaluation Criteria document for the Hilton Head Island Airport's Request for Proposal (RFP) for an Airport Terminal Advertising Concession. The RFP seeks a qualified firm to comprehensively manage, market, operate, and maintain the airport's terminal advertising program, including digital displays and marketing software, for a three-year contract with the potential for one additional three-year renewal. The selected firm will be responsible for developing a business strategy, creating a marketing and sales plan, managing advertising space sales, designing and installing advertising displays, maintaining digital display software, generating monthly performance reports, and potentially participating in a "trade for space" community partnership program.

The proposal requires firms to meet minimum qualifications, including at least five years of experience in airport marketing or concession management. The evaluation will be based on a 100-point scoring system across four sections: Firm's Overall Experience & Background (30 points), Firm's Execution Plan (25 points), Firm's Operation Work Plan (30 points), and Minimum Annual Guarantee & Percentage Fee Rate (15 points). Proposers must submit detailed documentation including financial statements, references, organizational structure, communication strategies, advertising management procedures, and a proposed Minimum Annual Guarantee (MAG) and Percentage Fee. The RFP emphasizes the need for innovative approaches, flexibility, and alignment with the airport's aesthetic and community objectives.
