About this file
This is a Statement of Work (SOW) for exterior and interior window cleaning services at a federal facility.
The contractor must provide complete window cleaning services twice annually (semi-annually) in March or April and September or October for all exterior windows at Buildings 1, 2, 3, 30, 31, 32, 44, and 21, as well as interior entrance windows at Building 21's main entrance. All services must be scheduled in advance and approved by the Contracting Officer's Representative (COR) to minimize operational disruption, with work hours potentially restricted based on facility requirements. The contractor is responsible for furnishing all labor, supervision, equipment, tools, materials, and transportation necessary to complete the work.
Quality standards require windows to be visibly clear with no streaks, smudges, contaminants, or cleaning solution residue on glass, frames, or adjacent surfaces, with work areas remaining safe and orderly during and after service completion. Cleaning solutions must be non-abrasive, non-corrosive, and safe for commercial glass surfaces and frames, removing all dust, dirt, mineral deposits, insect debris, and fingerprints. The contractor must provide trained, qualified personnel experienced in commercial and high-reach window cleaning operations; protect surrounding surfaces, landscaping, and building materials from damage; ensure proper wastewater disposal in compliance with environmental regulations; and maintain full OSHA safety compliance for elevated work. Upon completion of each service, the contractor shall submit written verification that all assigned buildings and windows have been serviced, and document any inaccessible areas with reasons and recommended corrective actions on the same day of service.
