About this file

This is a specification document from the California Prison Industry Authority (CALPIA) detailing requirements for inspection, grading, testing, and certification of egg products at Avenal State Prison in Avenal, California. The document outlines specific requirements for frozen and liquid egg products that must conform to the Code of Federal Regulations (CFR) standards for egg product inspection (9CFR 590) and USDA Commodity Standards for whole liquid and frozen eggs with color stabilizer. All processing must be done in facilities operating under the USDA Food Safety and Inspection Service (FSIS) Egg Products Inspection Program, with each shipment requiring a USDA PY-200 certificate confirming compliance with specifications, including labeling, organoleptic condition, egg solids, pH testing, and salmonella-negative status.

The document specifies quality assurance requirements including that all inspections must be performed according to USDA standards, with certificates and final acceptance of frozen eggs completed at least 5 days before delivery. Out-of-state products require additional inspection at the receiving institution to check for mishandling and deterioration. If products are found unacceptable, vendors must replace them within 48 hours of notification. The vendor is responsible for bearing all inspection costs. The document includes specific requirements for matching lot and code numbers between certificates and packaging, and mandates that the USDA must send certificate copies to CALPIA's Folsom office.
