About this file

This is a certification document from the South Carolina Department of Transportation (SCDOT) addressing commissioner and employee conflict-of-interest requirements for the Newberry Rental of Asphalt Recycler contract opportunity. The certification, effective September 9, 2020, establishes that contractors and consultants must comply with Section 57-1-350(G) of the South Carolina Code of Laws regarding SCDOT Commission member interests. The document requires that no SCDOT Commission member maintain direct or indirect financial interests in submitted proposals, bids, or resulting contracts during their tenure and for one year following the termination of their appointment. This restriction applies to the primary contractor as well as all affiliated consultants, sub-consultants, contractors, vendors, suppliers, employees, and agents involved in the project.

The certification obligates the contractor to represent compliance with these provisions throughout the procurement process and continuing as an ongoing obligation through the end of the contract period. The document requires an authorized representative of the contractor to execute the certification by providing a signature, printed name, date, and title. Non-compliance with these conflict-of-interest provisions would constitute grounds for contract disqualification or termination.
