This is a Scope of Work document prepared by the South Carolina Department of Mental Health for HVAC preventative maintenance services at the Santee-Wateree Main Community Mental Health Center, located at 801 North Pike West in Sumter, South Carolina. The scope of work encompasses filter changes and quarterly preventative maintenance inspections for a comprehensive range of HVAC equipment, including split system heat pumps, VRF (Variable Refrigerant Flow) systems, dedicated outside air units, fans, zone dampers, controls, and associated piping and ductwork. The contractor is required to conduct a minimum of four inspections annually—two minor inspections and two major inspections—with documented reporting on standardized inspection sheets. The contract includes annual evaporator and condenser coil cleaning, quarterly or more frequent filter changes using Merv 8 filters by Farr/Camfil or equivalent, and an annual EMS system check coordinated with the existing vendor, Harris Integrated Solutions. All service and maintenance calls are included in the contract scope, with priority response requirements mandating same-day on-site service for calls placed before 9:00 AM and same or next-day service for calls placed after 9:00 AM. The contractor must employ certified technicians with a minimum of five years' experience and possess factory certification for Daikin VRF equipment and controls.
The contractor is permitted a 30-day review period at contract commencement to inspect all existing HVAC equipment and identify deficiencies, with associated remediation costs to be quoted separately for the Department of Mental Health's approval. Equipment includes 93 Daikin VRF indoor ducted units ranging from 0.625 to 2.5 nominal tonnage, six Daikin VRF outdoor condensing units ranging from 8 to 12 tonnage, one Daikin ductless split system, one Amana through-wall heat pump, two Daikin dedicated outside air units with natural gas heat input, 28 Greenheck fans with various control configurations, two outdoor heat pumps, and two indoor air handling units with supplemental electric heat. The contractor is responsible for all refrigerant reclamation and recycling in compliance with ASHRAE guidelines and state and federal environmental requirements, as well as the hauling and lawful disposal of all used parts and materials. Should additional HVAC equipment be added to the facility during the contract term, pricing will be based on a unit cost per ton consistent with the original contract pricing. Contact for the facility is Mark Bellamy at 803-840-0462, with correspondence and quarterly reports to be submitted via email in PDF format to designated facility representatives.
