About this file

This is a Scope of Work document prepared by the South Carolina Department of Mental Health for HVAC maintenance and repair services at three Santee-Wateree Satellite Mental Health Centers locations: Kershaw County Mental Health Facility in Camden, Sumter (ROI) facility, and Clarendon County Mental Health Facility in Manning. The scope encompasses comprehensive maintenance and repair coverage for split system heat pumps, ductless heat pumps, zone dampers, controls, piping, ductwork, and related HVAC components across all three facilities. The contractor must provide a minimum of four quarterly inspections annually (every 90 calendar days with a five-day variance), complete preventive maintenance, and respond to service calls with certified technicians possessing a minimum of five years' experience. For calls placed before 9:00 AM, onsite service must be provided by 3:00 PM the same day; for calls after 9:00 AM, service must be provided by 3:00 PM that day or 8:00 AM the next day. The contract is structured as a one-price, all-inclusive agreement covering parts and labor, with the contractor required to conduct a 30-day deficiency inspection upon contract start and provide cost estimates for any necessary corrective actions.

The contract excludes coverage for lightning damage, acts of God, vandalism, and exterior painting of non-moving parts, though the contractor must assist the owner with insurance claims for these occurrences. All correspondence, inspections reports, and quarterly documentation must be submitted via PDF email to the designated facility representative within seven calendar days of inspection. Specific maintenance requirements include annual evaporator and condenser coil cleaning, motor lubrication, drain pan cleaning, seasonal startup/shutdown inspections, filter changes using Merv 8 filters (quarterly minimum), refrigerant leak detection and repair, calibration of controls and expansion valves, and proper reclamation of all refrigerants according to ASHRAE guidelines. Equipment at the Kershaw County location includes 16 outdoor heat pump condensing units (ranging from 2 to 5 tons), 16 indoor air handling units, multiple exhaust fans, and one zone damper. The contractor is responsible for all hauling and lawful disposal of used parts, oils, and refrigerants, and must maintain communications with the facility's designated representative, who may change with two weeks' advance notice.
