About this file

This document is a Scope of Work for a state and local contract opportunity to install an inline ultraviolet microbiological water treatment system for the Summer Lake Headquarters facility. The project is being overseen by the Oregon Department of Fish and Wildlife (ODFW) and is required to be completed by the end of December 2024, with a possibility of an extension. The current water system consists of a spring box, a 30,000-gallon storage tank, and distribution to 15 structures with a flow rate of 40 GPM and operating pressure of 39 PSI. The new ultraviolet treatment system must be compatible with the existing parameters and will require the installation of a cyst reduction apparatus if necessary. ODFW will provide access to the spring box and drawings/schematics of the installation area.

The Contractor will be responsible for supplying the ultraviolet water treatment system, installing it, and testing it after installation. The facility uses up to 2,000,000 gallons of water per year, and there are no sediment filters currently in the line. Pricing terms, set-asides, funding sources, and other financial details are not provided in this Scope of Work document.

SCOPE OF WORK

PROJECT TITLE: Summer Lake Headquarters Ultraviolet Light Purification of Drinking Water

BACKGROUND or GENERAL INFORMATION and Purpose:

We have been required to test our drinking water. Last year we tested positive twice for total coliforms forcing us to treat our water source. We decided to go the way of ultraviolet water treatment. Our spring box contains old timbers which we believe to be the culprit of the total coliform positives. We believe we can treat the water coming out of the spring box with ultraviolet light. The water is then pumped and stored in an enclosed 30,000-gallon water tank where it is gravity fed to a restaurant, hotel, 3 wildlife area houses, bunkhouse, and office. After talks with OHA drinking water program we will then write into our drinking water plan that we will once to twice a year shock the whole system to also prevent possible contamination in the tank or water lines.

This project must be completed prior to the end of December 2024. Extensions are possible if needed.

Project Description or Description of Work.

Install an inline ultraviolet microbiological water treatment system for the disinfection of microbiologically contaminated water that meets all other public health standards. This system is intended to be installed on visually clear water. The building is about 80 square feet with a open wall space of 10 foot wide X 6 foot tall. Due to ground water under the possible influence of surface water a cyst reduction under the appropriate NSF/ANSI standard shall be installed upstream of the system. The new system must support the following specifications.

The current system:

• Currently operated in an enclosed heated building with power. Approximately 96 square feet and the interior of the building is about 12x8x4 feet.

• From the building/spring box it is pumped to a 30,000 gallon storage tank and gravity fed to structures from there.

• Flow rate of 40 GPM

• Operating pressure of 39 PSI

• Serves 15 structures.

• We use up to 2,000,000 gallons a year.

• There are no sediment filters in the line.

TASKS:

Contractor will:

1. Supply ultraviolet water treatment system that meets all public health standards for above parameters.

2. Ultraviolet water treatment system must be compatible with current system and its parameters.

3. Install ultraviolet system & test after installation.

4. Install cyst reduction apparatus if necessary.

5. Must be installed prior to end of December 2024 according to OHA (Oregon Health Authority) Possibility of getting an extension.

ODFW will:

1. Provide access to spring box.

2. Diagrams, schematics and or pictures of area where ultraviolet lights will be installed.
