About this file

This document appears to be an Attachment A Scope of Work for a state-level contract opportunity from the State of Wyoming and its Enterprise Technology Services division. The scope requests an annual subscription model for Enterprise-level TLS certificates supported by a trusted public Certificate Authority, with specific quantities and types of certificates including standard OV, EV, wildcard, multi-domain, and additional Subject Alternative Names. The subscription service should allow multiple users access with 2-factor authentication and support for multiple subdomains under the wyo.gov and related domains. Vendors are asked to provide an End User License Agreement with their quote.

The pricing and terms are not explicitly stated, but the document notes that the State takes an agnostic approach and welcomes all companies to submit bids for comparable services that could be incorporated into their certificate infrastructure. There are no details provided regarding any set-asides, incumbent contractors, funding sources or requirements, or other salient financial information.

Text version

Attachment A Scope: an annual subscription model for Enterprise level TLS certificates supported by a Certificate Authority that has trusted public root certificates in Chrome, Firefox, Opera, Edge, Safari and Samsung Internet, valid for one year.

The State of Wyoming and Enterprise Technology Services is committed to providing the best services to our agencies and constituents. With that in mind, we take an agnostic approach to services and welcome all companies to submit a bid for any similar, like or comparable services that we could incorporate into our certificate infrastructure.

Definitions:

● Subscription model means that a pool of certificate entitlements exists that can be used to “pay for” a certificate. When a certificate is revoked or expires, the entitlement is returned to the pool for the remainder of the subscription period.

● TLS certificate: a digital certificate that proves the identity of a destination and supports the encryption of the communication

● A domain is a realm of administrative autonomy, authority or control, for example wyo.gov, or state.wy.us

● A standard certificate covers one Fully Qualified Domain Name (FQDN, for example www.wyopen.gov).

● A wildcard certificate covers multiple FQDNs in the same domain, for example *.wyo.gov where the asterisk denotes any name at that level of hierarchy.

● A multi-domain certificate covers at least two FQDNs in dissimilar domains, for example cogs.wyo.gov and cogs.state.wy.us.

● A Subject Alternative Name (SAN) is a FQDN that is added to another certificate when that certificate needs to cover FQDNs beyond its designed limit.

The subscription needs to cover the following certificate types and quantities:

- Standard OV, quantity 90 (ninety)

- EV confirm availability, quantity 0 (zero)

- Wildcards, quantity 20 (twenty)

- Multi-domain certificates, quantity 10 (ten)

- Add-on SANs 35 (thirty-five)

The subscription service should allow multiple users to access the service and approve/issue certificates and the quote should specify if an expense is incurred to add users. User access should support 2-factor authentication.

Attachment A The subscription should support multiple (sub-)domains, such as for example: wyo.gov, state.wy.us, wy.gov, wyoming.gov, wyoroad.info, wyopen.gov, onewyo.gov, and subdomains thereof and the quote should specify if expenses are incurred to add domains to the subscription.

The vendor or Certificate Authority is asked to attach an End User License Agreement to the quote provided, applicable to the relevant certificate authority.
