About this file

Attachment A is a supporting document for Sarasota County's Invitation for Bids (IFB #252781RM) for retaining wall maintenance services. The procurement seeks a qualified contractor to provide preventative and corrective maintenance services at two reclaimed water pond retaining walls located on the Laurel Oak Country Club property. The scope of work includes quarterly site visits, perimeter inspections, comprehensive documentation of wall conditions, minor excavation, winching of toppled posts and panels, installing new tieback systems, and backfilling. The contractor must maintain a one-business-day response time to maintenance requests, conduct site visits within five business days of notification, and submit written quotes within seven business days. Bid responses are due by January 9, 2026, with award anticipated to be made to the responsive and responsible bidder submitting the lowest total bid price. The initial contract term is three years, with possible contingency provisions for up to 10% additional work subject to written County approval. Attachment A provides an aerial view of Laurel Oak Country Club indicating the locations of the reclaim ponds with retention walls, as well as examples of past resolved and repaired breaches to demonstrate reference work.

Bidders must be licensed as either a Certified Specialty Contractor (Division II Marine Contractor) or a Certified General Contractor and must provide at least two verifiable references for pond retaining wall maintenance completed within the past seven years. Contractors are required to maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability with $1,000,000 per occurrence and $2,000,000 aggregate limits, and Business Automobile Liability with $1,000,000 combined single limit. Pricing must include all labor, trip charges, mileage, vehicle charges, and travel time, with material and equipment markups limited to the percentages specified in the Fee Schedule. All work and materials are warranted for one year from the date of County acceptance or the standard manufacturer warranty period, whichever is longer. No set-aside designations for disadvantaged enterprises have been specified, and no local or American business preferences will apply to this award due to grant funding requirements.
