Attachment A - Proposed Fees Summary

Attachment A is a fee schedule document for Pinellas County's Concession Services - Luggage Cart Rental at St. Pete-Clearwater International Airport. The document establishes a tiered percentage-based concession fee structure whereby the selected vendor's fees will be calculated as a percentage of annual gross revenues generated from luggage cart rental operations. The fee structure contains three tiers based on escalating revenue thresholds, with the percentage fee increasing as gross annual receipts exceed specified dollar amounts. This fee schedule will be negotiated during the contract award process and represents the county's financial return mechanism for the 60-month initial contract term commencing February 27, 2026, with options to extend for two additional 12-month periods.

The tiered fee structure replaces the current fixed monthly payment arrangement of $500 per month paid to the incumbent vendor regardless of actual revenues collected. By transitioning to a percentage-based model tied to gross receipts, the county seeks to enhance its financial return while incentivizing the selected vendor to optimize cart operations and customer service quality. The specific dollar thresholds and corresponding fee percentages for each tier are not populated in this attachment, indicating these terms will be determined during vendor negotiations as part of the RFP evaluation process, where the proposed financial return to the county represents 300 of 1,000 total evaluation points.
