About this file
This is a Project Manual and Scope of Work document from the South Carolina Department of Transportation (SCDOT) for the Horry Maintenance Facility Generator Replacement project located at 4145 Highway 701 North, Conway, South Carolina. The project requires the removal and replacement of an existing 60 kW generator and 225-amp automatic transfer switch (ATS) at the maintenance shop facility. The scope of work includes installation of a new 60 kW diesel generator with a 36-hour double-wall skid-mounted fuel tank, a 225-amp ATS rated at 120/240V, three-phase, high leg configuration, replacement of electrical conductors (#4/0) between the generator and ATS in existing conduit, and expansion of the housekeeping concrete pad to accommodate the new equipment and conduit stub-ups. The project manual provides comprehensive technical specifications organized into sections covering common electrical work results, automatic transfer switches, and engine generators, with detailed requirements for installation, testing, and commissioning of all components.
The specification requirements mandate that automatic transfer switches be sourced from approved manufacturers including ASCO Power Technologies, Caterpillar, Cummins, Kohler, Russell Electric, or Zenith, while generator sets must be supplied by CATERPILLAR or comparable manufacturers such as Onan/Cummins, Kohler, Generac, or MTU. The contractor must provide a full tank of diesel fuel for testing, perform a complete system load bank test at full nameplate rating with 0.8 power factor, and supply all labor, materials, and supervision for installation. Extended warranty coverage of five years with no deductible must be provided, and the equipment supplier must maintain 24-hour parts and service capability within 100 miles of the project site with factory-trained service personnel. All equipment must comply with applicable codes including NFPA 70, NFPA 99, NFPA 110, UL 1008, and EPA emissions standards, with the manufacturer required to have 25 years of experience building such equipment and current ISO 9001 certification. The contractor must also provide minimum one day of on-site training for the owner's personnel on operation and maintenance of both the generator and automatic transfer switch systems, coordinated at least two weeks in advance of building acceptance.
