ATTACHMENT A

Definitions and Schedule of Services

Definitions of Services:

1. Debris/Trash/Litter/Objectionable Material (Hereby known as “debris”) – any items (natural or man-made) not a part of the natural landscape.

1.1. Pick up, remove, and dispose of debris, and otherwise undesirable or objectionable appearing materials within the entire facility grounds.

1.2. The Contractor will not be responsible for removing trash from trash receptacles.

1.3. Do not discard vegetative debris within the natural areas of the property unless discussed prior to and approved by the FFM.

1.4. Debris is not to be discarded into streets, storm drains, static scale pits, or adjacent properties.

2. Mowing (Grass/Turf Areas)

2.1. Equipment utilized must have a closed mulching deck

2.2. Grass height should not exceed 3” or be less than 2”

2.3. Unsightly clumps shall be removed

2.3.1. Bagged or adequately mulched and dispersed

2.4. Maintain even mow throughout the area

2.5. Grounds shall not be rutted by equipment

2.6. Some areas may be too wet or otherwise inaccessible for conventional type mowing equipment.

These areas should be mowed using string trimmers. If too wet for string trimmers, Contractor should notify FFM.

3. String Trimming (Weed Eating)

3.1. When string trimming, grass height must be uniform with the height when using conventional type mowing equipment.

3.2. String trimming may be necessary in areas where mowers cannot reach (i.e. poles, signs, behind guardrails, ditches, etc.)

3.3. If mowing equipment would cause damage to turf, then area is to be mowed using string trimmers.

3.4. Grass or weeds protruding onto paved surfaces shall be addressed via string trimming or edging.

4. Edging

4.1. All sidewalks and shrubbery areas, and around all objects or structures, including valve covers, water meters, pull boxes, hand-holes, and junction boxes, shall be mechanically edged with a motorized stick edger.

4.2. No weed killer shall be used for edging.

4.3. Grass or weeds protruding onto paved surfaces shall be addressed via string trimming or edging.

5. Weed Control

5.1. Mowing is an effective mechanical means of weed control in turf areas. During the non-mowing months (winter season), hand weeding, herbicides, or string trimming may be used for weed control.

5.2. A general purpose herbicide should be applied as needed in any parking area, sidewalk, curb, gutter or plant bed as needed to keep weeds controlled and eliminated. Weed growth that may appear in cracks of sidewalks or paving must be controlled.

6. Pruning (Shrubs and Ornamental Grasses)

6.1. Shrubs and ornamental grasses must be maintained/trimmed/pruned in a manner in which they offer one foot (1’) clearance from any structure, building, sidewalk and parking areas.

6.2. Shrubbery must be trimmed to maintain a neat and uniform appearance throughout the growing season as required or directed by the FFM.

7. Blowing/Sweeping

7.1. All sidewalks, driveways, and parking areas within the property boundaries are to be either swept or blown off immediately after mowing. Care should be taken during mowing to minimize grass discharge onto these hard surfaces, thus minimizing need for blowing. All non-grass material is to be collected in bags and disposed of offsite. Debris is not to be blown/swept into streets, storm drains, static scale pits, or adjacent properties.

8. Fire Ant Treatment

8.1. Fire ant mounds shall be treated at every visit using an USEPA labeled and approved granular or liquid pesticide.

9. Fences

9.1. Clearing of foliage on or along fences is required.

10. Storm Drains, Grates, and Static Scale Pits

10.1. Contractor shall take all measures to keep all storm drains, grates, static scale pits, etc., clear of soil, and debris and/or plant material.

11. Detention/Retention Ponds/Catch Basins/Swales

11.1. Some STP properties have detention ponds and catch basins which stay dry most of the time except for after some inclement weather events.

11.2. When dry, the detention ponds should be mowed at the same frequency as other turf areas.

Schedule of Services: Section A

Primary Services for all SCDPS Field Locations (LOT Locations are found in Attachment B)

These services are expected as scheduled, and shall meet Field Facility Manager (HP or STP) inspection and approval.

NOTE: If a service has a ** beside it, those are the only services to be performed at the following locations: LOT 8 (Rock Hill STP Weigh Station South, I77 South, Mile Marker 77) and both locations in LOT 9. All other locations should have full service.

Season April 1 – October 31 Season November 1 – March 31 Weekly:

• Remove all debris (limbs, litter/trash, etc.) prior to mowing from all turf areas, beds, fenced vehicle storage areas, fence lines, ditches, edges of detention ponds, and parking lot islands.**

• Mow and trim all turf areas as directed by the assigned Field Facility Manager. This includes fence lines, ditches, within fenced vehicle storage areas, and dry detention ponds.**

• Blow grass clippings and other debris after mowing and trimming operations from parking lots, sidewalks, and building entrances.

• Treat fire ant mounds.**

Weekly:

Bi-Weekly:

• Edge along turf and sidewalk contact zones, as well as along curbs and turf contact zones.

Bi-Weekly:

• Remove all debris (limbs, litter/trash, etc.).**

• Blow and/or sweep all leaf matter from parking lots, sidewalks and building entrances.

• Check all turf areas for mowing and trimming needs, and complete as authorized by the assigned Field Facility Manager. **

• If mowing and/or trimming operations occur, assure that sidewalks, parking lots, and building entrances are blown clear of clippings.

• Complete edging along sidewalks and curbs if necessary or as directed by the Field Facility Manager.

Monthly:

• Prune shrubs and ornamental grasses to maintain shapes and appearances. Shrubs and ornamental grasses should be pruned to eliminate contact with buildings, driving and walking surfaces.

Monthly:

As needed:

• Control and eliminate weeds in any parking area, sidewalk, curb, gutter or plant bed. Weed growth that may appear in cracks of sidewalks or paving must be controlled.**
