About this file

Amendment 1 is a document from the South Carolina Department of Public Safety (SCDPS) for a statewide groundskeeping solicitation (Bid #5400028156). The procurement seeks comprehensive grounds maintenance services for 14 separate service lots across various Highway Patrol and State Transport Police facilities and weigh stations. The bid is to be submitted online by May 22, 2025, at 2:00 PM EST, with non-mandatory site visits scheduled for April 29 and 30, 2025. The contract is structured for 48 months, comprising an initial one-year term with three potential one-year renewals, and the award will be posted on May 30, 2025.

The amendment provides clarification on several key aspects of the solicitation, including current pricing for existing lots, which ranges from $750 to $1,340 per month. Bidders must offer on complete lots and cannot isolate specific locations. The groundskeeping services include mowing, string trimming, edging, weed control, pruning, debris removal, and maintenance around fence lines, with specific requirements such as using a 6-inch herbicide swath around fence bases. The solicitation includes provisions for South Carolina resident contractor and subcontractor preferences, with potential 2% or 4% preference claims based on specific qualifying criteria. Contractors must provide all labor, equipment, and materials, perform services during regular working hours, and comply with safety and environmental regulations.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences. ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)]

PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. An in-state office is necessary to claim either the Resident Vendor Preference (11-35-1524(C)(1)(i)&(ii)) or the Resident Contractor Preference (11-35-1524(C)(1)(iii)). Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)).
