The contractor must supply a minimum of four new, leakproof, lockable containers with a capacity of at least 38 cubic yards each, equipped with two hinged doors per side measuring at least 35 inches by 35 inches. Collection services must be performed seven days per week, 365 days per year, with emergency response capability within four hours of notification. The non-exclusive five-year contract commences August 1, 2026. Critical deadlines include a pre-submittal meeting on April 9, 2026, a question submission deadline of April 16, 2026, and a proposal response submission deadline of April 30, 2026, with committee recommendation anticipated for May 19, 2026, and Aviation Authority Board approval targeted for June 17, 2026.

Pricing is structured on a line-item basis comprising monthly container user fees (48 units per year), container pickup fees (ranging from 500 pulls in Year 1 to 580 pulls in Year 5), and disposal fees (ranging from 1,000 tons in Year 1 to 1,400 tons in Year 5), with payment terms of Net 45 days. No set-asides for disadvantaged enterprises or small businesses are identified. Minimum qualifications require three years of continuous experience handling USDA-regulated garbage with verifiable evidence of processing a minimum of 1,500 tons annually within the past five years at a medium or large commercial-service airport. The contractor must obtain and maintain a valid Compliance Agreement from either U.S. Customs and Border Protection (CBP) or the Animal and Plant Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ). General liability insurance must be maintained at a minimum of $1,000,000 per occurrence, with $5,000,000 per occurrence required for Airfield Operating Area access, along with workers' compensation and specialized coverages.
