Community Care Network Stakeholder List

Internal Stakeholders National-level Stakeholders

Stakeholder
Description
VA and VHA Executive Leadership
Department of Veterans Affairs (VA) comprises a Central Office (VACO), which is located in Washington, DC, and field facilities throughout the Nation administered by its three major line organizations: Veterans Health Administration, Veterans Benefits Administration, and National Cemetery Administration. The head of each administration reports to the Secretary of Veterans Affairs (SECVA) through the Deputy Secretary of Veterans Affairs (DEPSECVA). These administrations give centralized program direction to field facilities that provide diverse program services to Veterans and their families, including community care. The seven Assistant Secretaries serve as the principal staff advisors to the SECVA and DEPSECVA, and oversee or administer programs in their respective areas of responsibility. Office of Public & Intergovernmental Affairs (OPIA) provides information to the Nation's veterans and their eligible dependents and survivors through news media concerning available Department benefits and programs.

VA executive leadership is comprised of SECVA, DEPSECVA, Chief of Staff, Under Secretary for Health, Under Secretary for Benefits, Under Secretary for Memorial Affairs, and Assistant Secretaries.

VHA Central Office Office of Integrated Veteran Care (IVC) The Office of the Assistant Under Secretary for Health (AUSH) for Integrated Veteran Care (IVC) serves as the principal advisor to the Under Secretary for Health on Veteran healthcare access, providing unified guidance on direct and community care. This executive-level office develops and implements a Veteran-centric access management strategy and performance framework across the Veterans Health Administration (VHA). IVC oversees healthcare access functions within VHA and through community partners, advancing enterprise-wide business practices to support patient care delivery and health benefits. It manages four directorates—Integrated Access, Integrated Field Operations, Integrated External Networks, and Integrated Informatics and Analytics—alongside senior advisor offices for the Chief Nursing Officer, Chief Medical Officer, and Executive Officer. IVC establishes strategic direction, coordinates supporting functions for VISNs, and provides executive program support for policy, regulations, and administrative processes related to VA health benefit programs.

IVC Integrated External Networks (IEN)
The Integrated External Networks (IEN) oversees and administers community care contracts and networks to ensure Veterans and their beneficiaries receive timely, high-quality healthcare services that integrate with VA-led lifetime care management. IEN focuses on network development, adequacy, contract management, performance monitoring, and stakeholder relations. Its activities include managing contracts, providing education and customer support, monitoring provider quality and performance, addressing scheduling and payment issues, and analyzing financial and clinical data to identify anomalies and improve outcomes.

IEN also conducts quarterly performance reviews with Third Party Administrators (TPAs), strengthens community provider networks, and oversees special programs like the Veteran Family Members Program (VFMP) to enhance beneficiary healthcare access.

IVC Integrated Access (IA)
Integrated Access (IA) ensures Veterans have timely, appropriate, and quality healthcare across direct care, virtual care, and community care systems. IA identifies opportunities to optimize delivery systems by reducing variation, eliminating waste, and managing constraints. It drives improvements in outpatient care through innovation, policy development, training, technology, data analysis, and collaboration with field operations.

Key activities include enhancing clinic practice management, scheduling, referrals, and care coordination; developing access policies and processes; overseeing alternative care modalities; and fostering multidisciplinary teams to optimize access. IA ensures efficient access to all care within the VHA medical benefits package while supporting new legislation and collaborating with clinical program offices, IVC directorates, and community partners.

Contracting Officer
The Contracting Officer is responsible for ensuring performance of all necessary actions for effective contracting and ensuring compliance with the terms of the contract.
Contracting Officer Representatives (CORs)
A COR is an individual designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions. The COR is not authorized to make any commitments or changes that will affect price, quality, quantity, delivery, or any other term or condition of the contract.
