(i) In accordance with FAR Part 13, this combined synopsis/solicitation for commercial items is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department of Veterans Affairs, North Florida/South Georgia Veterans Health System has a Brand Name or Equal Requirement to procure: Scope Buddy Plus.
(ii) The Brand Name or Equal combined synopsis solicitation number is 36C24825Q0461 It’s issued as a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) code is 334510.
(iii) This combined synopsis solicitation RFQ and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2025-03 (01-17-2025).
(iv) The combined synopsis solicitation is 100% Service-Disabled Veteran Owned Small Businesses (SDVOSB). The NAICS code is 334510. Interested SDVOSB’s shall be listed and registered in https://dsbs.sba.gov.
(v) This Brand Name or Equal combined synopsis solicitation is for the procurement of Scope Buddy Plus. All equipment provided shall be new and functioning properly. Responses shall be on an ALL or None bases, no partial submission. The Government reserves the right to make no award at all.
(vi) A description of the items to be acquired, shipped, delivered and/or installed in accordance with applicable Government need(s) as follows:

Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items: Offerors are to e-mail completed quotes to david.wood4@va.gov on/or before Tuesday, March 18th, 2025, at 4:30 PM ET. All provisions and clauses applicable to this solicitation can be viewed in full text using the following web addresses: http://www.acquisition.gov/far/index.html Note, unless exempt per Federal Acquisition Regulation [FAR] Part 4.11, all contractors must be registered and have an active registration in the System for Award Management (SAM) to be considered for an award against this solicitation. SAM combines data that was formerly contained in the Central Contractors Registration (CCR) and Online Representation and Certifications (ORCA) systems. For information, please review the SAM website at https://www.sam.gov. A Data Universal Numbering System (DUNS) number is utilized for registration. To register go to https://www.acquisition.gov.
(viii) Provision 52.212-2, Evaluation – Commercial Products and Commercial Services (NOV 2021), applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price considered. Government will evaluate quotes and award to the offeror which represents best value based on: Technical, Delivery and Price.
· An evaluation will be conducted in accordance with FAR Part 13.106-2(b)(3) to determine the best value.
· Offerors shall submit with their quote with a Technical Response/Summary and written product specifications, to include product literature and/or brochures with their offer. Offerors are highly encouraged to be concise, factual, and comprehensive that demonstrates offeror’s technical ability to meet all the salient characteristics/requirements (Form, Fit & Functionality) as specified in Attachment B- Statement of Need (SON).
· Offerors shall submit Attachment C with their quote demonstrating their best pricing including any favored discounts and projected delivery schedule in the area provided, in accordance with Attachment C- Price/Delivery Schedule.
· Provide warranty information, licenses and/or certifications as requested in accordance with Attachment B.

52.225-18 Place of Manufacture (AUG 2018).
(a) Definitions. As used in this clause— “Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except—
(1) FPSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;
(5) PSC 9410, Crude Grades of Plant Materials;
(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;
(9) PSC 9620, Minerals, Natural and Synthetic; and
(10) PSC 9630, Additive Metal Materials.
“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
(b) For statistical purposes only, the offeror shall indicate whether the place of manufacture of the end products it expects to provide in response to this solicitation is predominantly—

852.212-71 Gray Market and Counterfeit Items (FEB 2023)
(a) No used, refurbished, or remanufactured supplies or equipment/parts shall be provided. This procurement is for new Original Equipment Manufacturer (OEM) items only. No gray market items shall be provided. Gray market items are OEM goods intentionally or unintentionally sold outside an authorized sales territory or sold by non-authorized dealers in an authorized sales territory.
(b) No counterfeit supplies or equipment/parts shall be provided. Counterfeit items include unlawful or unauthorized reproductions, substitutions, or alterations that have been mismarked, misidentified, or otherwise misrepresented to be an authentic, unmodified item from the original manufacturer, or a source with the express written authority of the original manufacturer or current design activity, including an authorized aftermarket manufacturer. Unlawful or unauthorized substitutions include used items represented as new, or the false identification of grade, serial number, lot number, date code, or performance characteristics.
(c) Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.

This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Predecessor of Offeror (AUG 2020)
(a) Definitions. As used in this provision– “Commercial and Government Entity (CAGE) code” means–
(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Commercial and Government Entity (CAGE) Branch to identify a commercial or government entity; or
(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support and Procurement Agency (NSPA) to entities located outside the United States and its outlying areas that the DLA Commercial and Government Entity (CAGE) Branch records and maintains in the CAGE master file. This type of code is known as a NATO CAGE (NCAGE) code.
“Predecessor” means an entity that is replaced by a successor and includes any predecessors of the predecessor.
“Successor” means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term “successor” does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.
