About this file
This specification document details aluminum coil requirements for the Colorado Correctional Industries (CCi) license plate manufacturing program. The specification calls for 3105H21 alloy aluminum in 21-gauge thickness (.027") supplied in coils with a width of 11.98 to 12.00 inches. The material must meet specific mechanical properties including ultimate strength of 17,500 to 20,500 PSI and minimum yield strength of 13,000 to 18,000 PSI, with minimum elongation of 16% on standard specimens. The aluminum must withstand embossing with steel dies to a height of .09375" without breaking, cutting, surface tearing, or warping. Delivery requires three truckloads of approximately 37,000 pounds each per month until the order is filled, with receiving limited to Monday through Thursday, excluding state holidays.
The material must be pretreated with Bonderite M-CR 1430 C and finished with a conversion coating per ASTM B-449-Class 2, achieving a coating weight of 35 mg./sq. ft. with an optimum median of 25 mg./sq. ft. Coils must be packaged on 20-inch diameter cores with outside diameters not exceeding 45 inches and individual coil weights not exceeding 1,500 pounds, securely banded and separated by 2" x 2" wood spacers to prevent telescoping and moisture exposure during transit. The aluminum must be free from edge damage and coiled straight with no more than 1/16-inch interweave, with all coils unwinding clockwise when placed on pallets. Inquiries and delivery coordination should be directed to Lucas Crocker, Supervisor III, Tag/Tab/Sign at Colorado Correctional Industries, Canon City, Colorado.

• Elongation on .0625 standard specimen: minimum 16% (20% nominal)
4.29.2026
• Must withstand embossing with all steel dies to a height of .09375" without breaking, cutting, surface tearing, or plate warping.
• Pretreatment: Bonderite M-CR 1430 C.
• Surface finish: conversion coating in conformance with ASTM specification B-449-Class 2
(or as revised); free from any powdery residue, oil, or other substance which might affect adhesion of reflective sheeting; coating weight to 35mg. /sq. ft. with a median of 25 mg./sq. ft. as the optimum.
• Packaging: coils to have 20" diameter cores, with outside coil diameter not to exceed 45", coil weight not to exceed 1,500 lbs, each coil securely banded around the circumference and through the inside core to prevent telescoping, coils laid on their side and banded in pairs and separated by 2" x 2" wood spacers, and packaged to prevent exposure to moisture and foreign material while in transit.
• Coils shall be free from edge damage such as is caused by cables, forklifts, dull cutting dies, rough separator disc, and/or other causes that result in rough, wavy, or damaged edges.
• Aluminum shall be coiled straight and reasonably tight with no more than 1/16" interweave.
• All coils must unwind clockwise when placed on pallets.
• Receiving days are Monday-Thursday ONLY, barring state holidays.
• Delivery of 3 truckloads of approximately 37,000 lbs. each per month until order is filled.
