Work Statement FRD USGS Magnetic Observatory Construction of Shop/Garage

Background and Objectives

The U.S. Geological Survey (USGS) Geomagnetism Program is tasked with the continuous monitoring of the Earth’s magnetic field and its variations. To fulfill this mission, the Program maintains fourteen geomagnetic observatories throughout the United States, Puerto Rico, and Guam. The USGS Fredericksburg Magnetic Observatory was built in 1956 and is considered one of the most important magnetic observatories in the world because of the high-quality data recorded there and its longevity (Figure 1). The USGS Fredericksburg Magnetic Observatory site consists of an office, sensor and electronics buildings, and multiple ancillary buildings.

This Statement of Work (SOW) concerns the construction of a new shop/garage building at the USGS Fredericksburg Magnetic Observatory. A new large wood-framed building will be constructed just to the east of building 8 (See Drawings and Figure 2) to store ground maintenance equipment and provide a location to work on and store science related equipment.

Note: A Construction Oversite Contractor (COC) will be on site at various stages of the construction. Their responsibilities shall be to ensure that quality assurance, for the construction of the building, is adhered to. The COC will be identified at the pre-construction (Kickoff) meeting.

Note: It will be the responsibility of the contractor to inspect the site, determine quality of work involved, review the specifications and drawings of the work to be done, and inform themselves as to all conditions, including other work, if any, being performed. Failure to do so will in no way relieve the successful contractor from the necessity of furnishing any materials or performing any work that may be required to carry out the contract in accordance with the true intent and meaning of the specifications without additional cost to the Government. Contractor is required to have a CURRENT contractor license issued by the State of Virginia.

Scope:

Task 1: Contractor shall construct the Shop/Garage within 150 days of the NTP.

Contractor shall:

1. Have company representation at all construction related meetings to include pre and post meetings.

2. Use A&E design specifications and drawings, to build the shop/garage. Specifications and drawings shall be provided by the USGS.

a. Specifications shall take precedence over drawings in determining construction procedure. Any questions shall be directed to the FM and CO.

3. Provide a project schedule that outlines the progression of the project (Dates, timeline…). Any updated schedules shall be sent to the CO, FM, and COC within 48 hours of changes. Any changes to the schedule shall be identified clearly on the latest revised schedule.

4. Ensure construction quality control is maintained and meets with design specifications. COC may request reports to ensure quality assurance.

5. Ensure Occupational Safety and Health Administration (OSHA) standards are observed (to include CDC guidance on COVID-19).

6. Coordinate with USGS and COC on requests for information (RFIs) using an approved written RFI format. USGS Responses to RFIs shall be returned within 72-hours of submission.

7. Ensure any proposed changes to the drawings or specs are submitted to the CO for final review and approval. Once approved, ensure as-builts, on-site drawings, and specs are updated. COC may request site drawings to ensure compliance.

Organization at the site:

1. Contractor shall take all necessary precautions to prevent fires or injury to the building, or damage to property of others during the performance of this contract.

2. Contractor shall furnish and install appropriate construction signs, caution tape and/or barricades around hazardous work areas in accordance with local and OSHA standards.

3. Contractor shall thoroughly clean the work area at the end of each work day to ensure that visitors and employees of the site are not exposed to any unsafe conditions. Any additional steps taken during and after daily construction, to ensure safety, shall be considered by the contractor and his or her employees.

4. The contractor shall be responsible, at all times, for the supervision and control of the employees that may be assigned to render services under the contract. Fully qualified work personnel shall be available for work at the project’s beginning and shall be maintained throughout the period of performance. At all times, the work under this contract shall be carried out in such a way that there is minimum interference with Government activities.

a. At no time shall employees wander outside the defined construction work area. This is a magnetically sensitive site, and disruption of the data collected at the site, found in the in the Exclusion Zone (Figure 3), will not be tolerated. Any infractions can be considered a breach of contract and can lead to the termination of services.

5. Access to the site shall be between the hours of 8:00 am to 5:00 pm Monday through Friday. Outside of those times, no access to the site shall be permitted without prior written approval by the CO. Coordination for access will be established once the NTP is issued.

7. Limited parking space is available on site. The USGS shall designate a parking area (or areas) for the contractor to park vehicles. Vehicles shall be limited to only those vehicles established for contractor operations and supervisor use (company signage is required). No privately owned vehicles (non-company) will be allowed. At no time should vehicles drive beyond the paved surface of the parking area, unless approved by the USGS FM or SR.

8. Egress and ingress routes need to remain clear at all times to allow for emergency response. Vehicles or equipment blocking these routes shall be removed upon request. If contractor is not present or fails to comply, the items will be removed by the government and cost forwarded to the contractor.

9. The USGS FM shall designate areas where the contractor can store or place materials and equipment for short-term storage in preparation for installation. There is no inside storage space available. Storage and security of materials and equipment as required for the performance of the contract is the responsibility of the contractor. The contractor shall be responsible for the cleanliness of these areas and their temporary facilities.

10. The contractor shall be responsible for making all arrangements for the receipt of materials and supplies at the job site. Government personnel are not permitted to receive or sign for items delivered to the site.

11. Upon completion of the contract, the contractor shall remove all equipment and excess materials, and shall restore the site to its original condition as approved by the CO or FM. No additional cost to the government shall be incurred with site restoration.

The pre-construction and post-construction meetings, and any additional meetings shall be held at a time determined by all parties involved.

Hours of Operation

Normal working hours shall be between 8 AM and 5 PM, Monday-Friday. Access to the site shall be coordinated with the SR and FM. The contractor shall not work Saturdays, Sundays, legal holidays, or other non-normal working hours, unless otherwise authorized by the CO. Quality Assurance

1. All materials and workmanship shall be subject to the inspection and approval of the COC and the USGS FM. All work unsatisfactorily performed shall be promptly corrected and made acceptable to the Government at no extra cost.

2. The COC shall perform final inspection with the contractor upon completion of job performance. The COC will then communicate any findings from the inspection to the FM. Acceptance of corrective measures shall be solely that of the government.

3. Any instructions, specifications or warranties that will be needed to manage the project’s final product, shall be submitted to the USGS CO and FM prior to the punch list meeting and submittal of final payment.

4. The items needed to identify the completion of the project shall include final as-built drawings, final reclamation and cleanup of premises, punch list completion, QA management and the signed Release of Claims.
