About this file

This document is a Request for Information (RFI) Responses for contract 127EAW26Q0012, Fox Ridge Road Repair at Six Rivers National Forest. The RFI contains ten questions and answers addressing contractor concerns regarding staging areas, scope of work, compaction methods, material availability, road access, and traffic control procedures. Key determinations include: staging aggregate material is permitted in the flat area near French Hill Road subject to COR approval and environmental compliance; the Contracting Officer's Representative will mark required aggregate placement areas with contractor discretion for excess material; scope of work is limited to blading the road's travel way and cleaning ditches per the Specification for Maintenance of Roads; Compaction Method B (8-10 ton pneumatic, steel, or equivalent vibrating roller operated to cover fill width twice) will be utilized; no existing USFS material stockpile is available for contractor use; Fox Ridge Road must remain open to public during operations with public notification; and traffic control will consist of reflective warning signage at all roadway entrances and strategically placed traffic cones around aggregate stockpiles and heavy equipment, conforming to the Manual on Uniform Traffic Control (MUTCD).

The RFI responses also address site-specific conditions including: burn piles near Mile 3.5 of Route 16N03 must not be disturbed and contractors should work around them; road conditions behind locked gates at approximately 10.5 miles are expected to remain similar to open sections once gates open after the wet weather season; and the Contractor Officer will mark ditch cleaning and aggregate placement areas while contractors retain discretion on excess aggregate placement.

Fox Ridge Road Repair Six Rivers National Forest

RFI #1 – There is a large flat area right as you turn into French Hill Rd, could we use this area to stage aggerate material before hauling it up Fox Ridge Rd?

Answer: Yes, staging aggregate material in the flat area near French Hill Rd may be allowed, provided:

• It is outside sensitive resource areas (streams, wetlands).

• It is outside private property and within FS land.

• The contractor ensures proper erosion control and cleanup after use.

• The COR approves the location.

RFI #2 – Will the COR mark areas and locations where aggregate is needed, or will the contractor determine placement during grading operations?

Answer: Both, the COR will mark the areas where aggregate is needed. However, excess aggregate can be placed at the contractor’s own determination.

RFI #3 – Is the scope of work limited to blading the road surface only, or does it also include cleaning ditches and reshaping slopes?

Answer: The work is limited to blading the road’s travel way and cleaning ditches. Please refer to the Specification for Maintenance of Roads.

RFI #4 – Is compaction method 1 equivalent to compaction method A?

Answer: No, they are different. Compaction method B (Specifications for Maintenance of Roads) will be utilized for this contract.

Compaction method 1: Compact each layer according to Subsection 204.11 (a).

Compaction method A: By breaking track while operating equipment on traveled way.

Compaction method B: 8-10 ton pneumatic, steel or equivalent vibrating roller, operated to cover the fill width two (2) times.

RFI #5 – Theres an existing stockpile of material located on Fox Ridge Rd, is material available for use from the USFS?

Answer: No.

RFI #6 – Wil we be allowed to close Fox Ridge Rd during grading operations?

Answer: No, the road will remain open to the public. A public announcement will be posted to inform the public of the work that is being done on the road.

RFI #7 – Traffic Control: The RFP doesn’t specifically outline the need for traffic control, but a traffic control plan is required under submittals. Can you please elaborate on the necessity of traffic control for this project. Is road closure or restricted public access during hours of construction an option for this project’s traffic control?

Answer: Traffic control will consist of reflective signage warning of road work ahead, located at all entrances into the roadway. Traffic cones will be strategically placed around stockpiled aggregate, near https://highways.dot.gov/sites/fhwa.dot.gov/files/fp-24_0.pdf
