About this file

This is a Standard Form 30 amendment to solicitation 127EAW26Q0012 for the Fox Ridge Road Repair project at Six Rivers National Forest, issued by the USDA Forest Service Field Procurement Operations on March 17, 2026. The amendment (A00001) incorporates responses to four Request for Information (RFI) inquiries and applies to all offerors. Failure to acknowledge receipt of this amendment prior to the specified hour and date may result in rejection of offers. Contractors must use the revised documents and requirements outlined in the RFI responses; failure to do so will result in non-responsive proposals.

The RFI responses clarify critical project requirements: (1) a California Contractor License is mandatory, as Oregon licenses do not satisfy California requirements due to lack of reciprocity; (2) watering of the road surface during grading operations is required, with the Forest Service designating approved water source access points; (3) oversize/overweight permits are required only if haul trucks exceed legal weight limits or cross Forest Service bridges, though contractors must comply with all state and county regulations; and (4) truck drivers hauling aggregate from off-site quarries to the project stockpile are considered material delivery drivers exempt from Davis-Bacon prevailing wages, provided their on-site time is limited to brief, incidental unloading and they perform no additional construction-related tasks.

14. DESCRIPTION OF AMENDMENT/MODIFICATION (CONTINUED)

A. Below are the Request For Information (RFI) responses which are hereby incorporated into any subsequent contract award.

Failure to use the revised documents and requirements revised within will result in your proposal being non-responsive.

RFI #1 – Please confirm whether a California Contractor License is required for this project, or if an Oregon Contractor License will be acceptable.

Response: The Statement of Work, page 5, specifies that “The Contractor shall possess all necessary licenses required by the State of California to perform road work under this contract.” Because California does not have a reciprocity agreement with Oregon, an Oregon contractor license alone does not satisfy the licensing requirements to perform construction work within the State of California.

RFI #2 – Please confirm whether watering the road will be required for grading operations. If watering is required, please advise whether there is a local water source available for contractor use.

Response: Yes, watering of the road surface during grading operations is required to achieve the proper moisture content necessary for effective compaction and dust abatement. The Forest Service will designate approved water source access points for contractor use and will coordinate with the contractor to ensure availability, site access, and appropriate utilization of these sources in accordance with project requirements.

RFI #3 – If haul trucks are used to transport materials, please confirm whether the contractor will be required to obtain an oversize/overweight permit for travel on the Forest Service road.

Response: An oversize/overweight permit is required if haul trucks exceed legal limits or if their loads would place excessive weight on bridges. Based on the anticipated haul route, which does not cross any Forest Service owned bridges, it is unlikely that an oversize/overweight permit will be needed. However, the contractor must still ensure compliance with all applicable state and county size and weight regulations.

RFI #4 – If the contractor utilizes a subcontractor to haul aggregate material from a quarry to the project stockpile site, please confirm whether the subcontractor’s employees (truck drivers) will be required to be paid Davis-Bacon prevailing wages for this work. Or considered material delivery drivers.

Response: Truck drivers hauling aggregate from an off site quarry to the project stockpile are considered material delivery drivers and are not subject to Davis Bacon prevailing wages, provided their time on the project site is limited to brief, incidental unloading.

If the drivers perform any additional on site construction-related tasks, haul materials from the project site away (e.g., removal of excess material or debris), or spend more than de minimis time on site, Davis Bacon prevailing wages would apply.

B. All other terms and conditions remain unchanged.
