About this file
This is a Questions and Answers document addressing clarifications to the DISA Travel Telecommunications Services (DTTS)-V Contract RFP. The document primarily addresses questions about the pricing template, including clarifications on Convention Center and Hotel CLINs pricing structure, which has been updated to Firm-Fixed Price with Economic Price Adjustment CLINs. Changes include corrections to travel quantity calculations, labor per trip contract mode formulas, and CLIN numbering for cancellation fees.
The document also clarifies requirements for subcontracting plans, specifying that only Other than U.S. Small Business offerors must submit either an individual subcontracting plan or an approved commercial plan. If an offeror has an already approved commercial subcontracting plan, they need only submit the approved plan with no additional documentation required. The related amendment (Amend 0001) maintains the proposal due date of January 15, 2025, by 12:00 PM Central Standard Time.

| Current | line 516 | Attachment 1 DTTS V Pricing Template (14 Nov 24).xlsx | Note (4) states The Offeror shall propose a base price for all Convention Center and Hotel CLINs. The Offeror shall provide the supplier commercial price list or quote as supporting documentation. The spreadsheet will calculate subsequent CLINs based on discount percentages starting at 10% and using 10% increments up to 60%. For evaluation purposes, the Government will utilize the base price to calculate total evaluated price. The Government understands that supplier pricing is not known until requirements and location is defined. For future task orders, the Government will exercise the base price at the time of award. The awardee will then be responsible to submit the supplier invoice prior to billing as evidence to verify the supplier price to ensure the supplier discount is pass-thru to the Government. The awardee shall bill the CLIN and associated price that reflects the discount percentage offered from the supplier. If the supplier invoice plus applicable indirect rates and profit amount falls in between two CLINs, the vendor shall bill the higher fixed priced CLIN amount. For example, the awarded base CLIN price is $100, the task order is issued at $100; however, the supplier provides a 25% discount off their list price or base price. This discount provided falls between CLINs with 20% discount and 30% discount, therefore the awardee would bill the CLIN pricing for 20% discount as it’s the higher CLIN price. For all supplier discounts greater than 60%, the awardee would bill the CLIN w/ 60 discount. |
| The government approach is tanamount to cost reimbursement contract camaflouged as firm fixed price. If the Government wants the benefit of the contractor’s negotiations with the vendors, we suggest this contract line-item be cost plus. Will the Government make this line-item cost plus or eliminate the discounting and have it remain fixed price? | Pricing Template has been updated to include Firm-Fixed Price with Economic Price Adjustment CLINS. Note 4 has been updated. | ||
| Current | Attachment 1 DTTS V Pricing Template (14 Nov 24).xlsx | Rows 176 and 273 show Qty 170 with Price Per Unit of $3,000.00 for a total NRC of $600,000.00; row 370 shows Qty 123 with Price Per Unit of $3,000.00 for a total NRC of $600,000.00. |
| Would the government please confirm the travel of $600,000.00 regardless of the Qty field less than 200 in rows 176, 273, and 370? | Total NRC amounts have been updated to reflect the specific quantities (200,170,170,123,200) | ||
| Current | Attachment 1 DTTS V Pricing Template (14 Nov 24).xlsx | Row 500, Base Period Labor Trip Contract Mode appears to include the "Labor Per Month" CLIN 1006A figure in the total, supposing a Price Per Unit of $1 in all blue cells for Base Period. |
| Would the government please confirm this should be included in this total or adjust the calculation? | Formulas have been corrected. Labor Per Trip Contract Mode has been corrected to only include labor priced in CLINS X007AA and X007AB | ||
| Current | Attachment 1 DTTS V Pricing Template (14 Nov 24).xlsx | Row 79, CLIN 0004AB Cancellation Fees shows last letter of the CLIN as "B" whereas the other X004AC Cancellation Fees show the last letter of the CLIN as "C". |
| Would the government please clarify whether the CLIN in row 79 should be 0004AC? | "Cancellation Fees CLIN" should all be X004AB. This has been corrected on the Pricing Template. | |||
| 6 | FAR 52.212-1(b)(12)(vii)(D).5 | Small Business Subcontracting Plan | A subcontracting plan is required (FAR 52.219-9) for Other than U.S. Small Businesses only (i.e., Large Businesses). ONLY OTHER THAN U.S. SMALL BUSINESS OFFERORS ARE REQUIRED TO SUBMIT A SUBCONTRACTING PLAN. Offerors are required to submit either an individual subcontracting plan IAW FAR Clause 52.219-9 - Alternate II and DFARS 252.219-7003, or an approved commercial plan. In addition, Offerors are required to complete the DISA Subcontracting Review Checklist (Attachment 6, DISA Subcontracting Review Checklist) by inserting dollar values and percentages from the subcontracting plan as applicable for items 1 and 2, and also items 3 through 19 by completing the paragraph and page number columns. |
If a prime offeror plans to submit a Commercial Subcontracting Plan, is the offeror required to complete items 1 and 2 (inserting dollar values and percentages) on Attachment 6 DISA Subcontracting Plan Review Checklist? If the Offeror has provided an already approved plan, the Offeror will only need to submit the approved plan and nothing further.
