*Performance of this task order will require the contractor to have their government IDIQ furnished fly chute at the temporary holding facility for entirety of the gather operation including any post gather feed days.

**Semi-truck/trailer is the preferred method of transportation. There could be instances where transportation using a stock trailer would be in the best interest of the gather completion. These instances require pre-coordination and approval by the task order Contracting Officer’s Representative (COR).

** Use of the Gathering Daily Rate (GDR) will be at the discretion of the Contracting Officer’s Representative (COR) and must be pre-coordinated/approved by the COR before utilized. Pursuant to the IDIQ Contract the Contracting Officer’s Representative (COR) will determine whether the Contractor will receive either the GDR or the Per Head Unit Drive Trap payment. If the Bureau of Land Management (BLM) asks the contractor to stop gather operations for a day or more due to circumstances that were of no fault of the contractor, the GDR may apply. The BLM may ask the contractor to stay in an area which results in few horses gathered, just to ensure a complete removal of animals from a given location, this could also be claimed as a GDR. The typical GDR should be determined prior to the day of operations, unless the BLM stops the gather operations as outlined above. The GDR can be used for various circumstances that are outlined in each of the IDIQ contracts where if determined appropriate the contractor can only invoice and receive payment of the unit price quoted on the task order and that is incorporated into the successful contractor's task order.

Silver King HMA and horses outside the HMA within 10 miles

8. Description of the Project Area:

The area is located in northern Lincoln County, Nevada approximately 60 miles south of Ely, and 20 miles north of Caliente. Elevations within the complex range from approximately 4,500 feet to over 10,000 feet. Precipitation ranges from approximately 5 to 7 inches on the valley bottoms to 16 to 18 inches on the mountain peaks. Most of this precipitation comes during the winter months in the form of snow. Temperatures range from greater than 90 degrees Fahrenheit in the summer months to minus 15 degrees in the winter. The area is also utilized by domestic livestock and numerous wildlife species. Most of the limited water resources are small seeps and springs that are mainly found in the mountains.

The most recent gather in Silver King took place in the summer of 2020, with 400 removed and zero released. Mares within the HMA have been treated with PZP since 2012.

9. Priority of Work:

Horses outside the HMA to the south around the Bennett Spring area, roping may be required.

Performance of this task order will require the contractor to have their government IDIQ furnished fly chute at the temporary holding facility for entirety of the gather operation including any post gather feed days.

10. Population Suppression Treatment to be used:

Zona-Stat-H and PZP-22 will be administered, by the contractor, to any mares identified for treat and release. The treated mares and type of treatment to be administered will be determined by the on the ground COR. The contractor will be required to mircrochip treated mares. The BLM will supply fertility control vaccines and microchips to the contractor.

The contractor will be required to operate the fly chute to restrain mares to age, potentially apply fertility control, and microchip treated mares. The contractor may have to restrain animals while assisting the BLM with freezemarking of animals.

11. Additional Holding Time Needed:

Post Gather Feed Days will not be required, as the mares and studs will be released back into the HMA once the mares are treated with PZP ZonaStat-H and PZP-22 after gather operations have concluded.

12. Unusual/Additional Needs for the Gather:

Under the direction of the COR, horses will be released throughout the HMA depending on site conditions and original trap locations.

The Task Order Awardee may not depart the gather until the Contracting Office releases them from the gather operations.

13. Wilderness Areas:

No wilderness within the HMA, but some adjacent. Task Order Awardee will not land or trap/drive within wilderness areas. Horses may be pushed out of the wilderness areas into adjacent non-wilderness areas for capture.

Copies of census maps and other pertinent information will be provided to the contractor at the pre-work conference. A population inventory was flown in April 2022
