These instances require pre-coordination and approval by the task order Contracting Officer’s Representative (COR).

4. Trapping operations start date and time (Date physical trapping of animals shall begin): March 21, 2023 at 7:00am MT
5. Performance Time (Pre-work conference, Start date, length of gather, and end date):
The primary performance time is 62 calendar days – (March 20, 2023- May 20, 2023). At the end of that period the success of the gather will be evaluated. Performance may be extended if animals are consistently being captured, weather delays occur, or other unforeseen circumstances per assessment by the Contracting Officer’s Representative (COR), and approval by the Contracting Officer (CO). Full performance time for the task order can be 102 days – (March 20, 2023- June 29, 2023).
6. Pre-work Conference (Type (call or in-person), Location and Time) A pre-work conference will be held on March 20, 2023 at 9:00am MT at no additional cost to the Government. The location will be determined once the Task Order is awarded. This will be done to review trap site locations, temporary holding facility placement, and other coordination efforts needed.
7. Project Area:
Chloride Canyon HMA and adjacent private lands (within 10 miles) noted on attached map.
8. Description of the Project Area (Include most recent gather including year, number removed, number released and any PGS treatments):
Vegetation in the area consists of a mix of thick Pinyon/Juniper woodlands, salt desert shrubland, and grassland plant communities. The private lands are relative flat and open. The topography within the adjacent HMA is mountainous terrain with moderately steep to very steep ridges with heavily P/J woodland drainages with the elevation ranging from 5,100 feet to 6,500 feet. Climate is represented by hot dry summers and cold winters with temperatures ranging from below zero in the winter to 90 degrees Fahrenheit or above in the summer. Annual average precipitation ranges from 7 inches in the lower elevation to 16 inches in the higher elevations. Most precipitation occurs as snowfall between November and April. During drought almost all of the reliable water sources occur on private lands. The horses are using approximately 7-10 small water sources on private lands made up of ponds, troughs springs, seeps, and springs. The largest water source is the Sand Spring pond. All waters can be controlled by fencing or panels. Horses are also eating hay when it is fed to cattle.
The most recent gather in Chloride Canyon took place in the summer of 2020, with 200 removed and zero released. Mares within the HMA have been treated with GonaCon since 2017.
9. Priority of Work:
(#1.) Remove wild horses that are on or adjacent to Adam’s private lands. The capture area is comprised of approximately 5,000 acres of private lands adjacent to the Chloride Canyon HMA (64,000 acres), which can be access by traveling approximately 22 miles on State Hwy 56 and county-maintained gravel roads. (See Vicinity and Project Maps-Attached). (#2.) The wild horses on or adjacent to other private lands near the Chloride Canyon HMA.
Performance of this task order will require the contractor to have their government IDIQ furnished fly chute at the temporary holding facility for entirety of the gather operation including any post gather feed days.
10. Population Suppression Treatment to be used:
GonaCon (primer and booster dose) will be administered, by the contractor, to any mares identified for treat and release. The treated mares and type of treatment to be administered will be determined by the on the ground COR. The contractor will be required to mircrochip treated mares. The BLM will supply fertility control vaccines and microchips to the contractor.
The contractor will be required to operate the fly chute to restrain mares to age, potentially apply fertility control, and microchip treated mares. The contractor may have to restrain animals while assisting the BLM with freezemarking of animals.
11. Additional Holding Time Needed:
Post Gather Feed Days will be required (up to 45 days as detetrmined by the onsite COR) for mares being treated and studs will be released back into the HMA once gather operations have concluded.
Mares will receive a primer dose of GonaCon during or after gather operations have concluded as determined by the onsite COR. The booster dose will be given approximately 30 days following, although it may be up to 45 days, as determined by the COR.
12. Unusual/Additional Needs for the Gather:
Under the direction of the COR, horses will be released throughout the HMA depending on site conditions and original trapping locations.
The contractor may not depart the gather until the Contracting Officer releases them from the gather operations.
13. Wilderness Areas:
N/A
14. Census Information & Project Area Maps:
Copies of census maps and other pertinent information will be provided to the contractor at the pre-work conference. A population inventory was flown in December 2021.
15. Destination(s) of Transported Animals:
Approximately 50 horses, as determined by the COR, will be transported to Axtell Wild Horse and Burro Facility (Axtell), UT (145 loaded miles).
