About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a minor construction project at the Dallas VA Medical Center (VAMC). The project involves the Herzog Shuttle Parking Lot construction, with a total project value between $2,000,000 and $5,000,000, and will be competed as a Service-Disabled Veteran-Owned Small-Business (SDVOSB) set-aside. The procurement specifically requires two brand-name items that cannot be substituted: a Motorola Avigilon security camera and monitoring system, and a Hirsch Card Reader System for physical security access control, both of which are critical for maintaining existing system compatibility and operational integrity at the medical center.

The J&A documents that these specific brand-name components have been standardized throughout the Dallas VAMC, and using alternative manufacturers would create significant cost duplication and potential system incompatibility. The market research confirmed that both systems are manufactured in the United States and comply with Buy American Act requirements. The overall procurement will be a firm-fixed price contract, with the Contracting Officer responsible for determining fair and reasonable pricing. The document is signed by Hemant Mehta, Chief of Projects at Dallas VAMC, and Joseph Rossano, Contracting Officer for Program Contracting Activity Central, with an effective date of 11/15/23.
