About this file
This document is an Environmental Assessment (EA) for the William Herzog Memorial US Army Reserve Center (USARC) located at 4900 S. Lancaster Road in Dallas, Texas, prepared by the Department of Veterans Affairs (VA) Office of Facilities Management in December 2009. The assessment evaluates the potential environmental impacts of transferring the existing USARC facility to the VA and potentially constructing a new building on the 5.51-acre property.
The current property consists of an administrative building (42,767 square feet) and a motor pool building (6,383 square feet), both constructed in 1955. The VA plans to vacate the current USARC facility between December 2009 and January 2010, relocating to the Grand Prairie Reserve Complex. The proposed action includes remodeling the interior of the administrative building, potentially using the property for administrative purposes, patient primary care clinics, and dental and eye clinics. The environmental assessment examined potential impacts across multiple categories including aesthetics, air quality, community services, cultural resources, economic activity, geology and soils, hydrology, land use, noise, real property, resident population, solid/hazardous waste, transportation and parking, and utilities. The assessment concluded that there would be no significant direct or indirect environmental impacts from the proposed action.
