Attachment 7 – Questions and Answers

Solicitation Number: FA461325Q1026

Purchase Description: PKB IACP Camera System Upgrade and Servicing (Service)

1. Question: Is the server installed at BDOC on the WiseNet Wave Video Management System?

Answer: Yes, in accordance with Section 1.6.1. of the Performance Work Statement (PWS), “All cameras must be compatible with the digital monitoring system, WiseNet Wave, currently utilized in BDOC. Also see Section 1.6.2. of the PWS; “All IACPs cameras currently connected to BDOC shall be converted to be connected to WiseNet Wave and viewable at BDOC.”

2. Question: Is there a cost estimate, budget or ballpark �igure for the project listed?

Answer: No.

3. Question: Is there an actual start date for the project?

Answer: In accordance with Section 1.8. of the PWS, the Period of Performance for this project is 120 days after date of contract award.

4. Question: Can the WiseNet Wave system be substituted with an equivalent solution, or is WiseNet Wave mandatory?

Answer: In accordance with Section 1.6.2. of the PWS; “All IACPs cameras currently connected to BDOC shall be converted to be connected to WiseNet Wave and viewable at

BDOC.”

5. Question: The PWS mandates perpetual licensing. Are annual support/maintenance agreements acceptable if they are not license-related?

Answer: Yes, if the core software license is perpetual (e.g., the Government retains inde�inite rights to use the software without expiration), then annual support and maintenance agreements that are separate from licensing, such as for technical support, system updates, or patching, are acceptable. To ensure clarity, please distinguish the perpetual license from any annual support terms in your quote and documentation.

6. Question: CLIN 0002 shows a 5-year workmanship warranty, while the PWS references a 1-year warranty plus 4 option years. Should pricing cover all 5 years up front, or separately for the base year with options?

Answer: In accordance with Section 1.4.3. of the PWS, “the Contractor shall provide a one-year workmanship warranty for parts as well as labor and provide four option years covered under the parts warranty.” The Government anticipates offerors will provide warranty pricing for CLIN 0002, which equates to the full �ive-year warranty, as described in the PWS.

7. Question: ATTN #8 For troubleshooting incidents (CLINs 1001–4001), if fewer than 20 incidents occur in a year, will payment be based on actual incidents serviced, or a �ixed minimum?

Answer: If fewer than 20 incidents occur in an option year (CLINs 1001-4001), the Government anticipates payment will be based on actual incidents serviced during the option year period, and not a �ixed minimum amount.

8. Question: For the $30,000 NTE ceiling per option year, should we propose per-incident pricing or a �ixed amount up to the ceiling?

Answer: In accordance with Section 1.5.5. of the PWS, “The Contractor shall provide a �irm-�ixed price quotation for an individual incident cost of servicing during the quotation period.” The Government anticipates offerors will propose per-incident pricing for CLINs 1001-4001.

9. Question: Is this a new requirement or an ongoing requirement? If it is an ongoing requirement, does Agency Name face any challenges currently?

Answer: The CCTV at the IACP’s has been an ongoing requirement. Challenges have included current camera resolutions not allowing controllers to read license plates of vehicles coming through the IACP. Additionally, the CCTV system is currently short approximately 33 days’ worth of storage, leaving the IACP Camera System short of the 90-day storage requirement.
