A. There are no federal regulations, material codes, or guidelines that apply specifically to rappel training towers. However, OSHA establishes requirements for stairway dimensions and slope, sizes of openings, loads, railing systems, and fall arrest anchor points.
The Tower intent is to have a maximum capacity of 40 people at the same time plus cargo at a weight of 300 pounds per person. Each anchor system shall accommodate a 600-pound capacity for each anchor system for human and cargo letdown. Please provide a brief rationale for psf design load criteria based on the information below.
1. The distribution of the 40-person max capacity are as follows:
a. 10 people on each upper simulator = 20 people 10 people on mid-level viewing platform
b. 10 people on the stairs, walkways, and other areas.
B. The most applicable standard is “minimum design loads for buildings and other structures” (ASCE 7-22). This standard gives minimum design load values in pounds per square foot for wind, seismic, snow, and live loads.
For installed products indicated to comply with design loads, include structural analysis data signed and sealed by the qualified professional engineer licensed in the State of Oregon responsible for their preparation. The following loads shall be used in addressing the engineering analysis for the rappel tower structure.
C. Dead load – Dead loads will be the actual weight of the material used for construction of the tower.
Live load – Live loads consist of three components: a) walkways, stairs and platforms, b) railing loads and c) anchor points for Rappeler ropes.
1. Walkways, stairs, and platforms – All walkways, stairs and platforms shall be designed per ASCE 7-22 for a minimum of 135 psf to be applied simultaneously. In additional, all stairs shall be designed for 1000-pound concentrated moving load per OSHA. The 1000-pound load is not required to be applied at the same time as the live load.
2. Railing loads – All railing loads shall meet the minimum of 200 pounds applied in any direction at any point on the top rail per OSHA 1910.23.
3. Anchor Points – All anchor points shall be designed for a minimum load of 5000 pounds. The locations of the anchors are the spotter beam and Rappeler anchor points.
4. Snow Load – The snow load will be site specific and be calculated in accordance with ASCE 7-22.
a. Site Coordinates: 44.28816, -120.8938 at elevation an of 3129’ above sea level.
b. For comparison: Structural Engineering Association of Oregon calculates 15 psf using link below.
i. SEAO - Oregon Snow Loading http://snowload.seao.org/lookup.html
03/15/2023 Rappel Towers Page 6 of 6
5. Wind Load – The wind load will be site specific as required by ASCE 7- 22.
6. Seismic Load – The seismic load will be site specific and be calculated in accordance with ASCE 7-22. Seismic Performance: Provide metal stairs capable of withstanding the effects of earthquake motions determined according to ASCE 7, "Minimum Design Loads for Buildings and Other Structures": Section 9, "Earthquake Loads."
