About this file
This document is an Attachment for Invoicing Instructions from the National Institutes of Health (NIH) detailing specific requirements and procedures for contractors submitting invoices. Vendors must simultaneously submit invoices to two locations: ORFOAInvoice3Way@mail.nih.gov and https://www.ipp.gov (Treasury's Invoice Processing Platform), with a recommended email to invoicing@nih.gov. The instructions specify precise formatting requirements, including saving invoice attachments with a specific naming convention (VendorName_InvoiceNumber), limiting attachments to 30MB, and ensuring invoices include 22 specific elements such as vendor contact information, unique invoice number, contract details, description of supplies/services, pricing, and identification of payment method.
The document provides detailed guidance on invoice submission, including expectations for email subject lines, attachment formats, and confirmation processes. If vendors do not receive an automated email confirmation within 24 hours, they are instructed to verify their submission. The instructions emphasize the importance of matching contract descriptions exactly, obtaining pre-approval from the Contracts Officer for any invoice line item variations, and including all required documentation. Shipping costs are only reimbursable if specifically authorized, and invoices with shipping costs exceeding $100 must be supported by a bill of lading or carrier's receipt. For final invoices, contractors must mark the document as "final invoice" and submit a release of claims.
