Project Los Padres National Forest Air Attack Base Santa Maria Backflow Valve and Plumbing Replacement

General Information

1.0 Scope of Work

This project involves the replacement and upgrade from the current diameter PVC to 6” galvanized steel and/or appropriate metal plumbing of the current backflow valve assembly including but not limited to all fittings, water meter, backflow assembly, valves, flanges, and other items associated with the present unit. In accordance with current statutes, there shall be a concrete pad around the assembly and concrete thrust blocks at the ninety-degree fittings below grade. There shall be a replacement of the ‘fill side’ of the pipe where the ridged section meets a flexible section.

This will be at an elevation to allow the flexible pipe to be moved across an existing section of curb.

There is a section of pipe near the primary supply valve, approximately 150 yards to the South-East, that has a reduced diameter. This pipe, now 4”, is a formerly replaced section of the original 6” pipe. This section, approximately ten feet long and approximately three feet below grade is to be replaced with pipe equal to the rest of the plumbing. This is to insure proper volume and pressure to the retardant manufacturing and dispensing process. The project also includes replacing a section of the 2” section of pipe which is connected by a ‘Tee’ which is reduced from six to two inch and leads to additional plumbing fixtures. This 2” section shall remain at this size. All fixtures must adhere to current county, state and applicable statutes including but not limited to any FAA directives.

2.0 Background

This plumbing supplies the mixing and distribution system for fire retardant which is supplied to fire-fighting and suppression aircraft at the Santa Maria Air Attack Base.

The current plumbing is PVC pipe which was replaced in the 1980’s and meant to be a temporary resolution for a plumbing situation that occurred. The current plumbing has outlived its usefulness with non-functional valves and environmentally damaged structures. Also, in the 1980’s a section of pipe was replaced near the primary municipal-supplied water main. However, the section of 6” pipe was replaced with four-inch diameter pipe which has restricted the volume and reduced the efficiency of the retardant mixing and supply infrastructure. Replacing both the backflow assembly and the mis-matched section of pipe will restore the system to optimal efficiency.

Contractor Requirements

3.0 Technical Requirements / Tasks

o The work shall involve removing of all plumbing and fixtures from the below-grade level where the pipe connects to a ninety-degree fitting. This includes the ninety-degree fitting and the installation of thrust blocks at the required fittings/junctions. The removal shall include the two-inch section to the below-grade horizontal section where the line leads to the devices further down the line. Also removed shall be the reduced diameter section of supply line pipe near the primary valve.

o All demolished materials shall be disposed of appropriately in a landfill, recycled or other disposal method in accordance with applicable statutes and regulations.

o The replacement unit and parts shall include all fittings, supports and concrete pad to support the aforementioned backflow prevention structure. This shall include the municipal water meter and any valve and connections. The two-inch plumbing shall be replaced, including valves and meter to the below-grade section where it leads to the horizontal section. There shall be at least two feet of new galvanized pipe on the horizontal section prior to connecting to the original pipe.

o All below-grade work shall be in compliance with OSHA standards for depth.

o All below-grade work shall expose horizontal pipe for no less than six feet in all directions beyond any replaced sections, excepting where the line may expose the primary valve. In this case, the exposed area need only terminate at the valve box.

o All metal fittings shall have an appropriate sealant including but not limited to non-reactive tape (e.g.

Teflon), or thread sealant to both. All sealants must be code-approved for use in potable water plumbing and fixtures.

o All fittings and flanges must be tightened to prevent any and all leakage. Any ‘break-away’ bolts or assemblies must adhere to appropriate torque as designated by the manufacturer.

o All components must adhere to federal standards including being manufactured in the United States of America. Any component manufactured out of the country shall be rejected and replaced at the cost of the Contractor.
