About this file
This document is Amendment 1 to Solicitation 127EAW24R0058 for the Santa Maria Air Tanker Base Water Manifold Replacement project on the Los Padres National Forest. The amendment provides official responses to 23 Requests for Information (RFIs) and extends the proposal due date to August 5, 2024 at 5 PM PST. Key details include:
The project involves replacement of the underground water fill pipe and 4" pipe back to the 6" connection, as well as replacement of a water meter, three 6" ductile iron gate valves, and installation of a new backflow prevention assembly with a concrete pad. The government will provide escorts and allow the water supply to be isolated during the work. The contractor can use ductile iron pipe instead of galvanized. The work is a total small business set-aside between $25,000 - $100,000, to be administered by the USDA Forest Service.

Amendment 00001 Solicitation No: 127EAW24R0058 Project Name: Santa Maria Air Tanker Base Water Manifold Replacement Los Padres National Forest
RFI Official Responses
RFI #1. SOW calls for call for replacement of the underground fill side pipe back to the connection where rigid pipe meets flexible pipe. Can you provide a description or picture of the flexible pipe so we can determine how we will connect to it.
Answer: Attached is a picture of the 4inch connection that is in place. They would like a similar fitting 6inches with the ability to reduce themselves if needed.
RFI #2. SOW calls for replacement of a water meter, but section B.1 Schedule of Items, in the RFP does not list a meter. There appears to be a meter in the 2” branch line that is to be replaced. Are we to supply a new meter or reuse the existing meter?
Answer: Supply a new meter.
RFI #3. Section B.1 Schedule of Items, indicates that (3) 6” ductile iron gate valves are required. We are assuming (2) of these valves are the valves that will be included in the backflow assembly. Where is the third valve to be installed?
Project Name: Santa Maria Air Tanker Base Water Manifold Replacement Los Padres National Forest
Answer: See first picture in attachment 2. Your assumption is correct regarding the two valves. The third, as noted in the picture, is downline of the ‘Tee’.
RFI #4. Can the water supply be isolated for the duration of our work?
Answer: Yes. Upstream of the 4” section of pipe to be replaced is a shut-off valve located in a vault. It’s approximately 10-30’ south.
RFI #5. Is there any third-Party testing required on this project?
Answer: Each year we will need to inspect and test the backflow per city of Santa Maria, CA
RFI #6. The SOW states “All gates must have someone present to insure only those involved with the project are allowed to enter. Any violation is subject to FAA rules and statutes.” Is the contractor required to have our personnel man the gates or is that something that is handled by the government.
Answer: Either. If a company representative is present, they *must* ensure that only verified subcontractors and workers involved with the project are allowed entry. The employees of the base and airport are aware of this and should not enter without allowing the gates to close and open them on their own. Merely informing someone that they work there IS NOT enough to allow access. Should a government employee/official be present at the gate for this purpose, they’ll be responsible. Upon departing from the project, the contractor, their subcontractors and employees/representatives of the aforementioned, are required to exit, then wait at a distance enough for the gates to close prior to leaving the area. DHS is adamant about this requirement.
RFI #7. The SOW states, “there shall be a concrete pad around the assembly” Please elaborate on the size and extent of the concrete pad. Are you looking for concrete under the pipe stands or a larger pad around the entire area?
Answer: A pad sufficient enough to provide protection and stability only around the pipe stands. The pad should extend at least 24” beyond each of the three pipe stands and valve boxes. The concrete should be at least four inches (4”) thick and rest on compacted base soil to prevent settling. The concrete should be equal to or slightly (Not to exceed 2”) above grade.
RFI #8. For the new 6-inch pipe/fittings, will the Gov’t accept Ductile Iron in lieu of Galv?
Ductile Iron has a slightly thicker pipe wall and longer service life.
Project Name: Santa Maria Air Tanker Base Water Manifold Replacement Los Padres National Forest
Answer: Yes, ductile iron is acceptable
RFI #9. Does the new above ground pipe need to be coated?
Answer: No, coating is optional, but not required
RFI #10. In the event the new above ground pipe is to be coated, please provide the coating specification.
Answer: See above. That said, should coating be provided, any/all coatings should follow industry standards for appropriate finish protection
RFI #11. Where is the water main shut down located?
Answer: shut off is at pit 3 just before the section that necks down to 4in.
RFI #12. Who is the POC to coordinate water shut down?
Answer: Miguel Quiz ATBM is the contact.
RFI #13. Will the Government consider issuing the NTP after approved submittals and material procurement?
Answer: Yes
RFI #14. The system will be shut down for a minimum of 3-4 days with no unforeseen latent conditions occurring. Will the work need to be performed at specific time and or dates?
Answer: we anticipate the water being shut down and have measures in place to continue operating. No specific date or time. We would like the work done as soon as possible. The existing manifold is on its last leg.
RFI #15. Will the project require escorts?
Answer: yes, ATB employees will be the escorts.
RFI #16. Is 3rd-Party back-flow testing and or concrete testing/slump testing required?
Answer: the backflow testing needs to be inspected annually. Not sure about the concrete.
RFI #17. At the job walk, noted there is a 1-inch water line; please confirm there is no work associated with the existing 1-inch water line.
Project Name: Santa Maria Air Tanker Base Water Manifold Replacement Los Padres National Forest
Answer: I believe the 1 in water line you are speaking of is the line that feeds the wash stations. This line only needs a new shut off.
RFI #18. The SOW indicates installation of new 6” x 10LF of pipe; please confirm is the new pipe located off the existing 4” incoming water valve and valve box. Is the existing 4” incoming water valve to remain?
Answer: In addition to replacing the failing pipe, this project is focused on replacing all 4” pipe in the system. 4” pipe only inhibits the purpose and prevents optimal use. The retardant system was designed for a 6” supply.
RFI #19. Can the Government provide as-builts for existing utilities in the project work area?
Answer: To the best of our knowledge. No previous As-Builts are available for this project.
RFI #20. Can the Site Superintendent full-fill the roles of the Site Safety Health Officer (SSHO) and the Quality Control Manager (QCM); one person wearing all three hats? Or will a separate SSHO and QCM be required? Please advise.
Answer: I could be the QCM I am not sure of the other rolls. if I get more information on the tasks the other roles do, I am sure I could do those also.
RFI #21. Please see attached RFI_01 regarding the callout on the bid line item for 6" galvanized unions regarding the callout on the bid line item for 6" galvanized unions. Can you confirm where these are needed? If they are for the backflow, is there a reason the bolted flanges won't suffice?
Answer: Yes. Flanges are more than acceptable.
RFI #22. Also, can you confirm the location of the (3) 6" gate valves? Is the gate valve at the northeast corner before the 6" that goes down to 4" back to 6" PVC pipe scope, is that gate valve to be replaced? Is that where the 3rd one is located?
Answer: In the photograph showing the current system, there are three valves visible. They are two gate valves (round turn-wheel0 connected with the backflow device and a levered ball valve on the line just ahead of the 90-degree bend going into the ground. The ball valve is to be replaced with a gate valve. These are the three valves to be replaced
Project Name: Santa Maria Air Tanker Base Water Manifold Replacement Los Padres National Forest
RFI #23. Line Item 18 can you confirm that replacing the water meter for the 2" line is just, replace like in kind?”
Answer: Yes, confirmed on replacing the 2” line with in-kind sized pipe. The contract mentions replacing the exposed section with galvanized steel (or better product). This’ll prevent environmental damage. Sun, salt air, extreme weather, etc.
