About this file

This document is a Sample File Questionnaire Instructions form issued by the National EEO Investigative Services Office of the United States Postal Service. The questionnaire is designed to assess investigatory writing skills for candidates and requires respondents to analyze a sample EEO case file. Candidates must read the EEO Basics Packet (pages 2-34) and Sample Case (pages 35-121) prior to completing the questionnaire, then save their completed document using the format "YourLastName YourFirstName Questionnaire."

The questionnaire comprises 21 questions requiring narrative responses that evaluate candidates' ability to extract and synthesize information from EEO case files with attention to detail, grammar, and punctuation. Questions address case identification elements (formal file date, initial contact date, complainant name and representative); allegations and claims (management officials named, discrimination theories, accepted purviews and bases, and accepted issues); detailed summaries of complainant and management official versions of events for both the first and second claims; non-discriminatory business-like reasons for management actions; identification and analysis of comparators; relevant exhibits and their evidentiary value; and the remedy requested by the complainant. The assessment emphasizes comprehensive, thorough responses that demonstrate understanding of EEO investigation procedures and case file analysis methodology.
