This document contains proposal instructions for a USPS EEO Investigator Services solicitation. The U.S. Postal Service is seeking independent contractors with a minimum of two years of EEO investigative experience to conduct Equal Employment Opportunity investigations and management-initiated harassment investigations in accordance with EEOC regulations and USPS standards. Selected investigators will operate as independent contractors compensated on a per-case basis and will be subject to regular performance evaluations. The solicitation is open from January 26, 2026, at 8:00 AM ET through February 2, 2026, at 3:00 PM ET. Questions must be submitted by January 28, 2026, at 3:00 PM ET to eeo_scm@usps.gov and edwin.f.serieux@usps.gov. Proposals must be submitted electronically to the same email addresses with the subject line "Proposal – EEO Investigator" by the solicitation close date and must follow strict formatting requirements: Microsoft Word or PDF format, font size 10 Arial or similar, with page numbers in footers.
Applicants must submit four separate required documents: Provision 4-2 (9 pages, evaluated on adjectival criteria), Provision 4-3 (5 pages, pass/fail), Resume (2 pages, pass/fail), and Sample Case File Questionnaire (10 pages, numerical scoring). Technical and supplier capability carry greater weight than past performance, with the questionnaire having the most weight overall. The evaluation process includes proposal review, notification of qualified applicants, completion of a mandatory week-and-a-half online EEO Investigator Skills Class with daily graded assignments and nightly homework, and receipt of a security clearance from the United States Postal Inspection Service. All class attendance costs are the applicant's responsibility with no USPS reimbursement. Successful applicants receive an Ordering Agreement and must accept an assigned case within 60 days of award, entering probationary status until successful completion and USPS evaluation of their first three cases.
