CMAFS Hoists and Trolleys Request for Information Q&A
Aantilia
1. What type of plugs are required on the electrical whips? 208 volt 3 phase with a ground twist lock.
2. Can you clarify the expectation of, “additionally the Contractor shall provide a separate detailed report for condition and maintenance actions required”? O&M manual listing any maintenance required.
3. Note: Maintenance required on the hoists after commissioning will be detailed in an O&M manual.
4. Can you suggest any other Govt preferred brand for the requirement? The Advantage hoists mentioned in the solicitation are in limited supply with zero units in the factory and the possibility of being discontinued permanently. Advantage currently installed, must be brand name.
American Equipment Comments
1. We are able to quote everything for this job and have access to the hoists that are wanted.
We talked with Steve Forbes over at our corporate office in Salt Lake City about not performing a load test based on the conversation we were having while on site 22 July.
Steve went over the regulations and feels that a load test is warranted based on if someone had installed the trolley and hoist improperly. I am attaching a link to the OSHA regulations that he was referencing doing our conversation.
https://www.osha.gov/laws-regs/standardinterpretations/2009-08-28 Hoist must have a load test certification, a factory cert is acceptable as all beams have been load tested and certified.
2. It was mentioned that we will need to contract a certified person as an Escort for our team to perform the work. Do you have a couple of references that we can reach out to for pricing and what qualifications are needed to be an Escort for our team? Rocky Mountain Protective Service (Karl O’Brian Dent) 719-553-9204. Escorts must have a T-1 favorable clearance more information can be had by contacting our security manager at 719-474- 2159.
Siegfried Consultants Comments
1. The SOW asks for 14 hoists, 3 R&M and 9 Advantage which only adds up to 12. The trolley descriptions in the SOW are not accurate. 12 hoists is accurate 3 RM and 9 Advantage 208v suggest contractor walkthrough to check currently installed equipment.
2. Advantage hoist spec sheet attached. Note that the spec sheet exhibits a hook mount, however, the equipment supplied with be a lug mount hoist with a push/pull manual trolley. No integrated trolley is available for this hoist. Suggest contractor walkthrough to check currently installed equipment
3. R&M hoist and trolley spec sheets are attached. Again, an integrated trolley is not available with this unit however, the trolley PN supplied matches the requested trolley part number in the SOW Suggest contractor walkthrough to check currently installed equipment and check how units are mounted with part numbers specified. Part numbers were pulled from currently installed equipment
5. I understand the Advantage hoists are to match existing equipment but there is a limited supply with zero units in the factory and the possibility of being discontinued permanently. At this time, the only available hoists are in stock at various distributors and as such, I’ve listed the lead time for these hoists as unknown or determined at time of order. I would recommend suggesting an alternative, if possible. Advantage currently installed, must be brand name.
Thriller Fabrication
1. The request asks for 14 hoists. It asks for 3 R&M hoists and 9 Advantage hoists. That adds up to 12. Please ask the gov’t to clarify how many of each hoist they require. For now I’m assuming 5 R&M and 9 Advantage hoists. 12 hoists is accurate 3 RM and 9 Advantage 208v
2. The R&M hoists are required “without a chain bag”. This is an unusual comment as chain bags are standard and help keep excess load chain out of the way. Please request clarification of this. Due to unique equipment installed the R&M hoists are very low profile and the way the chain bag is mounted on unit it interferes with operation of hoist, no chain bag to be installed on R&M units.
3. The Advantage hoists are requested with push/pull trolleys while the R&M hoists are requested with chain driven trolleys. A 5 ton hoist utilizing 30’ of lift will be difficult to move without a chain driven trolley. Please request clarification on this for the Advantage hoist. Suggest contractor walkthrough to check currently installed equipment, additionally the way the hoists are used in tandem the push pull trolley is correct and the R&M chain drive is correct and is designed to work in this configuration.
4. The specifications have a “Buy American” clause. Neither of the hoists specified are manufactured in the US; though they might still qualify or fall within the “Buy American” clause specified. I’m looking into this. For now we are planning to quote exactly what is specified.
Valcorp
1. Who will provide weights for load testing, or should it be figured in with installation?
Hoist must have a load test certification, a factory cert is acceptable as all beams have been load tested and certified.
2. What are normal operating hours, any special shut-down situations? 6:30 am – 5:00 pm is the normal operating hours. Due to the nature of the facility and any real world events that may occur at any time the project may be shut down at any time with as little as 5 minute warning, this this is very unlikely and contractor will receive a briefing prior to starting work.
3. Who will provide power for the hoist, or do we need to handle electrical which we can?
Power is currently already run by way of 208v plug and 30 ft extension cord a 6ft whip is needed to connect to power cable.
Additional comments from the customer Advantage hoists and trolleys were I believe a hook system but the hook was removed and trolley was direct mounted. I cannot stress enough that a site visit is needed for the full scope and potential challenges of installing some of these units.
Contractor shall participate in a site walk before submitting a quote.
