Section B: Description of the Supplies/Services Required
Contractor to furnish all labor, tools, transportation, supplies, equipment, materials, and incidentals necessary to purchase, install and load test a total of twelve (12) 5-ton hoists and trolleys at Cheyenne Mountain Space Force Station (CMSFS). Three (3) of the hoist are yellow 5-ton hoists, which are very low profile. Nine (9) of the hoist are red 5-ton hoists, with standard profiles.
Section C: Justification for Soliciting from a Single Source or Brand Name
BRAND NAME ONLY
The hoists being procured will work in conjunction with existing hoists already located at CMSFS. Since 21 CES personnel perform all maintenance and repairs of these hoists, it is essential that the brand of hoist being used is the same as the new hoists being procured. The CES personnel are trained to work on the current brand of hoist and if another brand was purchased, it would significantly degrade the maintenance capabilities that CES can provide if they were required to work on possibly 4 different brands of hoists.
The three (3) 5-ton yellow hoists being purchased are extremely low profile hoists, and will be integrated into existing R&M equipment. There are currently 13 R&M hoists in place that will continue to be utilized. The three (3) 5-ton yellow hoists are a brand name requirement for R&M. All of these hoist will be 5-ton low profile hoist without chain bag and an integrated manual chain driven trolley.
The nine (9) 5-ton, red hoists are a standard type of hoists, and will be integrated into existing Advantage equipment. There are currently 7 Advantage hoists in place that will continue to be utilized. The nine (9) 5-ton hoists are a brand name requirement for Advantage. All of these hoists will be 5-ton standard profile with chain bag and integrated manual push pull plain trolley.
All of these hoists will feature 30 ft of lift capability and be 208 volt 3 phase with 6 ft electrical whips and plugs. Trolleys will need to fit existing 7 inch wide flange I beam.
Upon project completion, there will be a total of 16 of each type of hoists installed.
Section D: Efforts to Obtain Competition
A sources sought was posted where nine (9) potential contractors confirmed they are capable and interested of providing the above Brand Name Requirement.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The R&M and Advantage hoists are already part of the existing equipment where the 21 CES personnel maintain the hoists and are properly trained on. If all current and new hoists were ever to be completely replaced for CMSFS, then a Brand Name

Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
