PERFORMANCE WORK STATEMENT
(26 February 2024)
INSTALL Water Jet System Electrical
1. SCOPE: The contractor shall provide all labor, material, equipment, supervision, travel, electrical wiring, conduit, circuit breakers and miscellaneous parts required for the Water Jet System in Hangar 517. Contractor will also supply any commercial lift equipment that is OSHA certified if needed.
2. PERIOD OF PERFORMANCE: Work must be performed within 2 calendar weeks of receipt and work will be accomplished in building 517 Altus AFB, OK 73523.
3. PRINCIPAL FEATURES: The work to be accomplished consists, in general, of the following principal items. This does not mean the work consists only of these items, but that it consists of these principal items along with all incidental minor work which becomes necessary to complete and accomplish the overall project in satisfactory and workman like manner meeting the approval of the customer.
a. Building/Hangar 517:
Run 1 ½” EMT conduit and #1 size wire approx. 300 ft. from the electrical room located in the southeast corner of hangar 517, straight West to the water jet cutter Single Point Electrical Drop (SPED)
Provide and install 125 Amp breaker in the existing panel in electrical room.
Run wire and conduit from (SPED) single point electrical drop to the controller.
Provide and install wiring/conduit for 2 - 480 volt 15 amps 3 phase circuit to the chiller and the closed loop system from (SPED).
Provide and install wiring/conduit for 120 volt 15 amps and 240-volt single phase 15-amp circuits for a Maxiem table from (SPED) Note: These runs will be going up, over and down. There will be a drop for each equipment item so there won’t be a tripping hazard.
4. GENERAL: All work shall be performed in accordance with the manufacturer's installation specifications and procedures for each type of work required. When work is not covered by specifications, said work shall be performed in accordance with the manufacturer’s "written" specifications, installation instructions, performance procedures and (NEC) National Electrical Code, (NFPA) National Fire Protection Association Fire Code, UFC 3 -550-03N and 3-55-03FA, (UFC) Unified Facility Criteria.
5. SPECIAL REQUIREMENTS: There is no smoking in buildings. There are designated tobacco areas located at or near all buildings.
6. The contractor will assign employees who possess certification to handle all required material handling, transportation, loading, unloading and product installation tasks to meet OSHA and base safety requirements. The contractor will ensure product meets required safety standards at the time the project is finished and accepted by the customer.
7. SECURITY REQUIREMENTS: The contractors will always comply with base security requirements to include base pass requirements and personnel security clearance.
8. ANTITERRORISM. Altus Air Force Base has an Antiterrorism program that is responsible for securing and protecting the base and its personnel from terrorist attacks. All contractor personnel and sub-contractors are required to obey all orders from Security Forces and adhere to all security measures implemented during Force Protection Conditions (FPCON’s) and Random Antiterrorism Measures (RAM’s). Security Forces members may conduct inspections of your company as well as your sub-contractors while operating on the installation. Unescorted entry into any area marked as a “CONTROLLED AREA” or “RESTRICTED AREA” is strictly prohibited.
Compliance with Unified Facilities Criteria (UFC) 4-010-01, DoD Minimum Antiterrorism Standards for Buildings, is required for all applicable construction projects.
Altus Air Force Base is currently in FPCON Bravo, meaning an increased and more predictable threat of terrorist activity exists. All contractor personnel and sub-contractors are expected to report any suspicious persons, activities, packages, or items you see while conducting work on Altus Air Force Base to base Security Forces. Suspicious activities could include personnel conducting surveillance, unauthorized personnel requesting access, or information probing pertaining to security operations or assets on the installation.
In the event of an emergency, there are multiple mass warning notification systems on Altus Air Force Base (AtHoc, weather radios, telephone notification, and giant voice system).
9. IP-SECURITY CLAUSE
9.1. Pass and Identification Items. The contractor shall ensure the following pass and identification items required for contract performance are obtained for employees and non-government owned vehicles requiring access to Altus AFB to perform contract requirements.
9.2. The contractor is responsible for providing information to assist in completing background checks for those employees requiring access to Altus AFB. This information shall consist of, but not limited to, the following: full name to include first, middle, and last, social security number, date of birth, address, driver’s license number and state of issue, number of years resident of the State of Oklahoma and Jackson County. This information will be protected under the procedures listed under the Privacy Act of 1974.
A background check must be completed prior to unescorted access. Those contractor employees whose background checks reveal adverse criminal history may be denied access to Altus AFB.
9.3. The contractor is responsible for tracking and retrieving badges from employees upon separation, termination and/or completion of business on Altus AFB, Oklahoma.
Badges from employees no longer working on the contract must be turned in to the Contracting office within 30 days of leaving.
9.4. Businesses may lose base pass privileges if they fail to control use of the badges or do not return them upon completion of use. Excessive abuse may result in termination or a decision not to exercise option periods for this contract. Employees who abuse their badge privileges by attempting base access beyond the dates, times, locations or specified work and other limitations may be subject to revocation of base access.
10. Contractor personnel shall present a neat and clean appearance and be easily recognized as contractor employees. The contractor shall provide contractor personnel working at Altus AFB with a method of identifying the company name, employee’s first and last name, and job title. This may be accomplished by a name badge or a company shirt. Employees must always wear identification.
