About this file
This document is a justification memorandum for a sole source acquisition of the PRIMO subscription brand name discovery platform from Ex Libris (USA), Inc. by the Walter Reed Army Institute of Research (WRAIR) Gorgas Memorial Library. The library requires the PRIMO solution to provide a powerful and customizable search platform for integrated access to its print and electronic content of all types. As the PRIMO system is proprietary to Ex Libris and no other source is available, the justification cites authority under FAR 13.106-1(b)(1) to limit competition. The acquisition will be carried out through WRAIR's Non Personal Services Support for Library, Librarian Support solicitation number W81XWH20Q0092 with an anticipated award date of November 2020. Pricing will be fixed price for an initial base period of November 15, 2020 through November 14, 2021.
