About this file
This document contains a draft scoring matrix for a federal contract opportunity to provide Contract Field Teams (CFT) Labor Augmentation Support Requirements (LASR). The scoring matrix outlines evaluation categories and weighting factors that offerors would use to self-score their proposals. Key categories include the offeror's total number of full-time employees on previous contracts, number and size of contracts administered as prime contractor involving multiple geographic locations both in the United States and overseas, experience transitioning employees under previous contracts, and number of current contracts requiring secret or top secret clearances. Additional categories cover the offeror's experience with maintenance for various fixed-wing and rotary-wing aircraft, aircraft components, vehicles, equipment, and weapons. The scoring matrix also includes potential points based on past Contractor Performance Assessment Reporting System ratings. A minimum threshold of 52,000 points out of a possible 65,000 is required for award eligibility. The related federal contract opportunity is for CFT LASR Multiple Award IDIQ services to be awarded by the Air Force Sustainment Center under the Department of the Air Force Materiel Command.

THIS IS A DRAFT HTRO SCORING MATRIX. THE TOTAL NUMBER OF POINTS AND MTTR ARE SUBJECT TO CHANGE
Total Number of Points Available: 65,000 Minimum Technical Rating Threshold (MTTR): 52,000
1. Offeror will input Company Name in cell A2
2. Offerors will utilize the drop downs in column I to input their Self-Score for the Evaluation Categories listed in column A.
3. Evaluation Categories where the Offeror cannot demonstrate experience shall be left blank and the Offeror will receive zero (0) points.
4. Scores will automatically adjust based on the Weight Factor in column G. Example: If an Evaluation Category has a Weight Factor of 5, the maximum number of points that an Offeror can receive for that Evaluation Category is 5000.
5. Once all scores have been input, cell J38 will show the Offerors Self-Score Total. The cell will show red if the offeror has not met the MTTR or will show green if the offeror has met the MTTR.
