The proposed action is a sole source purchase order to Jataware Corp for development, deployment, and maintenance of a Data Discovery Portal for the Cancer Research Data Commons (CRDC). The work represents a direct continuation and extension of foundational work previously performed under the Advanced Research Projects Agency for Health (ARPA-H) Biomedical Data Fabric (BDF) Toolbox program. Jataware developed the BeakerHub platform, which provides an artificial intelligence-assisted notebook environment with transformative solutions for researchers to explore and analyze data across multiple repositories. The BeakerHub platform integrates with Integrated Network and Dynamical Reasoning Assembler (INDRA), a BDF performer tool from Northeastern University that collects and assembles extensive knowledge from publications and repositories. The Data Discovery Portal will provide users with powerful AI and large language model (LLM) functionality combined with traditional faceted search capabilities, integrating features from BeakerHub and traditional data exploration methods by leveraging rich data resources available in the CRDC ecosystem.
Jataware is uniquely qualified to perform this work based on exclusive technical knowledge of its proprietary BeakerHub platform architecture, models, and integration methods. The platform has been successfully piloted and tested with CRDC systems, including Cancer Data Aggregator and multiple CRDC data repositories, and provides general-purpose AI interoperability capabilities that automate integration of disparate data sources. Market research conducted in February 2026 and a Notice of Intent to Sole Source posted to the System for Award Management on April 7, 2026 (with responses due April 10, 2026) confirmed that no other vendor possesses the same combination of proprietary technology, CRDC-specific integration experience, and validated AI interoperability capability. The statutory authority for this acquisition is the Simplified Procedures for Certain Commercial Items under Revolutionary FAR Overhaul (RFO) 12.201-1, pursuant to 41 U.S.C. 1901.
