Section B: Description of the Supplies/Services Required
Elastic Training for the Mission Defense Team.
Due to the uniqueness of the MDT, there is not an Air Force Wide standard of training. AFSOC A6 has approved Elastic training, which falls within the guidance of the Cyber Squadron Initiative.
Section C: Justification for Soliciting from a Single Source or Brand Name
FAR 13.106-1(b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
Introduction of additional vendor equipment into the MDT would require additional interoperability evaluations, as well as increase the total cost of ownership (TCO) through additional training contracts.
Without this brand name training, there would be substantial duplication of cost to the Government that would not be expected to be recovered through full and open competition.
Section D: Efforts to Obtain Competition
Various large businesses are able to provide the Elastic Training referenced in Section III. A combined synopsis/solicitation will be posted on the GPE, along with the basis of the justification for the brand name Elastic Training. The Contracting Officer will determine a fair and reasonable price based on competitive responses received from the combination synopsis/solicitation.
