About this file

This is a Determination and Findings (D&F) memorandum for a single-source acquisition by the Department of the Air Force, 27th Special Operations Contracting Squadron, Commodities and Services Flight.

Cannon Air Force Base requires two Lochinvar Armor Condensing Water Heater units (model #AWH0500NPM 100) with an estimated contract value of $40,275.28. The requirement is to replace current equipment that has reached end-of-life capacity at the base's dining facility. The contracting officer determined that procuring the identical make and model eliminates costly modifications to existing infrastructure including piping, plumbing connections, and venting systems. Additionally, the same model will reduce training overhead and operational risks for 27 SOCES installation personnel. The product service code is 4520 (Space and Water Heating Equipment) and the NAICS code is 333414 (Heating Equipment Manufacturing), with a size standard of 500 employees. Market research was conducted from May 4, 2026, through October 20, 2026, identifying several alternative water boilers capable of supporting the required output; however, competitors cannot meet the specified dimensions and operational requirements for the existing enclosed space or match the existing training and infrastructure compatibility. The contracting officer classified this as a brand-name acquisition rather than sole source, noting that multiple small businesses could support the procurement timeline. The acquisition is justified under RFO 12.102(a), which permits single-source procurement when circumstances make only one source reasonably available. The D&F is specific to this individual contract action and does not include an expiration date. The document was digitally signed by Contracting Officer BALA.KARINA.CA on October 26, 2026.

Text15: Contracting Activity: 27th Special Operations Contracting Squadron - Commodities and Services Flight
Text16: Purchase Request Number:
Text17: F1L3J26274A003
Text18: 2. Nature and Description of the Action Being Approved:
Text19: Cannon AFB requires two (2) Lochinvar Armor Condensing Water Heater (model #AWH0500NPM 100), replacing current equipment which has reached the end of operation capacity. The required make and model would remove the need to modify existing wiring, venting, and plumbing connections. Cannon is seeking information from interested parties that can provide the requirement. The product service code for this is 4520 - Space and Water Heating Equipment and the NAICS for this action is 333414 - Heating Equipment (except Warm Air Furnaces) Manufacturing (size standard: 500 employees). This is a one time, brand name purchase for two (2) boilers and the estimated value is $40,275.28.
Text20: 3. Citation of Applicable Statutory and/or Regulatory Authority:
Text21: The authority for this action is RFO 12.102(a), which permits soliciting from a single source or brand name if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
Text23: 4. Findings:
Text25: Procuring the same replacement for the existing boilers – same brand, model, and part number – offers significant advantages in terms of cost and efficiency. This approach completely eliminates the need for modifications to the building's existing infrastructure such as piping, plumbing connections and venting. Additionally, 27 SOCES will be installing the equipment and using the same model will eliminate overhead costs due to training and potential mishaps due to unfamiliarity with product. This requirement has an urgent need to provide the required sanitation and food preparation for a Dining Facility.

Text1: We have found several water boilers that would be able to support the output on the requested item but are unable to meet the requested specification/dimensions needed in the enclosed space and the existing training and infrastructure. There are many small business who can support the short timeline of procurement and as such this is not a sole source request but a brand-name request.
Text2: 5. Determination:
Text3: Based on the findings detailed above, I hereby determine that the circumstances of this contract action make only the exact make and model listed in paragraph 2 reasonably available to satisfy the Government's needs. Therefore, a single-source acquisition under the authority of RFO 12.102(a) is justified and in the best interest of the Government.
Text4: 6. Expiration Date:
Text5: This is a D&F for an individual contract action; therefore, an expiration date is not applicable.
