About this file
This document is a Quality Requirements specification (Section 014100) for the FermiForward subcontract, establishing mandatory quality control and assurance standards for subcontractors.
The subcontractor bears full responsibility for implementing a comprehensive Quality Control program to ensure compliance with all subcontract documents, including work performed by the contractor's organization, suppliers, sub-tier contractors, technical laboratories, and consultants. The program must encompass safety, submittal management, testing, inspection, and all quality-related construction functions. A quality-responsible person must be designated, with a dedicated Quality Control Project Manager potentially required depending on project size and complexity. Subcontractors must submit a Corporate Quality Assurance Plan with their bid or proposal, with failure to submit constituting grounds for a non-responsive bid. Appendix A provides detailed guidance on required plan elements including purpose, roles and responsibilities, scope, organizational chart, requirements verification, document control, submittals and procurement processes, material and equipment control, turnover records, procedures, three phases of control (preparatory, initial, and follow-up), suspect/counterfeit item monitoring, nonconformance handling, lessons learned processes, continuous improvement, inspection and testing protocols, Definable Features of Work (DFOW), and commissioning procedures. Appendix C provides a template Quality Assurance Plan for contractors lacking their own plan, establishing minimum standards for inspection (pre-work, in-process, and final), testing, nonconforming work documentation and correction, record maintenance, corrective and preventive actions, personnel training, and project closeout requirements.
